About this opportunity

The Massachusetts Department of Mental Health is requesting information from qualified vendors to deliver training on evidence-based manualized competency restoration services, with responses due July 24, 2026 at 3:00 pm through COMMBUYS.

The RFI addresses capacity constraints in the department's Continuing Care Units and aims to reduce average length of stay for individuals undergoing competence to stand trial evaluations. Vendors must provide pricing and program information across four areas: staff training design structure; program model overview including number of educational sessions, program duration, stages, testing mechanisms, and reporting components; detailed pricing breakdown; and post-implementation support and adherence monitoring. Responses are limited to five pages and must include the RFI title, submitting individual or entity name, business affiliation, and contact information with phone and email.

Written questions must be submitted through COMMBUYS by July 10, 2026 at 3:00 pm, with DMH responses posted by July 17, 2026 at 3:00 pm. All costs incurred by respondents in preparing responses are the vendors' sole responsibility; DMH will not reimburse preparation expenses. All responses will become public record under Massachusetts General Law Chapter 66, Section 10, regardless of any confidentiality notices vendors include.

Dr. Amam Saleh, Deputy Commissioner for Clinical and Professional Services, is the primary contact at Amam.Saleh@Mass.Gov. DMH has provided supplemental background resources on competency restoration practices and related legislation from the National Center for State Courts, National Conference of State Legislatures, and the American Academy of Psychiatry and the Law.
