About this opportunity

The Virginia Community College System's Shared Services Center, on behalf of Northern Virginia Community College (NVCC), is requesting bids on uniform cleaning services (pick-up, sorting, cleaning, labeling, and delivery) for the NVCC Police Department across six Northern Virginia campuses, with bids due October 5, 2026 at 2:30 p.m. This is a small-business set-aside requiring DSBSD certification, with a statewide small-business procurement goal of 42%.

The scope covers weekly cleaning of law enforcement uniforms for 52 sworn officers across six locations (Alexandria, Annandale, Loudon, Manassas, Springfield, and Woodbridge). Estimated weekly volumes include short-sleeved shirts, long-sleeved shirts, pants, mid-weight and heavy-weight jackets, command staff single-breasted coats, and dress pants. Quantities vary based on operational factors including weather, incidents, and special events. Pickup is required every Tuesday and delivery every Friday at all six locations, with deficiencies corrected within eight hours of notification. Contaminated garments (soiled with blood, bodily fluids, or exposed to pepper spray, tear gas, or fentanyl) require separate bagging, processing, and identification. The contractor must reimburse NVCC for lost or irreparably damaged uniforms up to purchase price minus depreciation, with losses reported within 24 hours.

The contract term is one year with three optional one-year renewals. Bidders must submit electronically through eVA and include a Small Business Subcontracting Plan demonstrating 42% procurement from DSBSD-certified small businesses. Required attachments include State Corporation Commission Form, Proprietary and Confidential Information Form, Small Business Subcontracting Plan, and Disclosure of AI Use in Proposal Development. No subcontracting is permitted without prior written approval from VCCS/NVCC. The contractor must carry comprehensive insurance including workers' compensation, employer's liability ($100,000), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), and automobile liability ($1,000,000 combined single limit). Awards will be made to the lowest responsive and responsible bidder. Contact Pamela Huffman, Senior Contract Officer, at phuffman@ssc.vccs.edu.
