About this opportunity

The 126th Air Refueling Wing (126 ARW) at Scott Air Force Base, Illinois, is soliciting quotes for trash enclosure repair services under a Total Small Business Set-Aside (NAICS 236220, Commercial and Institutional Building Construction; 1,250-employee size standard) with quotes due August 14, 2026. A consolidated site visit is scheduled for July 23, 2026 at 0800 Central Time at the 126th CES Classroom, Building 5002, with RSVP required by July 21 to 126.ARW.MSC@us.af.mil; all attendees must present REAL ID-compliant identification at the Visitor's Center for base access.

The scope encompasses comprehensive repair services for multiple trash enclosures across the campus, including all management, labor, materials, equipment, and transportation necessary to complete the work. The contract is structured as a single firm-fixed-price line item (CLIN 0001) with an estimated 60-calendar-day period of performance following award.

Award will be made to the responsible vendor whose quote represents the best value, with evaluation weighted approximately 50 percent on technical capability and experience and approximately 50 percent on past performance; price is evaluated for fairness, reasonableness, and unbalanced pricing. Site visit attendees receive a boost in technical rating. The Government intends to award without discussions and expects vendors to submit their best terms initially.

The project is subject to Construction Wage Rate Requirements under Wage Determination IL20260007. Successful vendors must provide payment protection based on contract value: for awards between $35,000 and $150,000, an alternative payment bond is required within ten calendar days of purchase order issuance; awards exceeding $150,000 require both a Performance Bond (SF 25) and Payment Bond (SF 25A). All contractor employees requiring installation access must complete Antiterrorism Awareness Level I training within ten calendar days after contract start and comply with all applicable installation security policies. Quotes must be submitted electronically to 126.ARW.MSC@us.af.mil with the subject line "RFQ Response to W50S7S26Q0015, [Insert Vendor UEI]" and must remain firm for 60 calendar days from the date specified for receipt.
