About this opportunity

The Illinois Housing Development Authority is requesting proposals for on-site physical inspection services for multifamily affordable housing developments statewide under RFP reissue B-53116, with proposals due August 7, 2026 and a non-mandatory pre-bid conference on July 15, 2026 via Microsoft Teams. An 8% Business Enterprise Program goal applies to subcontracting with women-, minority-, and disability-owned businesses.

IHDA seeks qualified vendors to conduct approximately 730 annual inspections across seven geographic regions, assessing compliance with Internal Revenue Code Section 42, applicable Regulatory Agreements, and HUD's National Standards for the Physical Inspection of Real Estate (NSPIRE). Scope includes triennial inspections, re-inspections of previously cited deficiencies, work order reviews, resident concern inspections (to be completed within three days of receipt), and extended-use period inspections. All inspections must be completed by November 30 of each contract year. Vendors must maintain at least six inspectors and provide 14 business days' advance notice to properties except for emergencies or resident concerns. Inspectors must hold current industry certifications and NSPIRE certification prior to conducting independent inspections. All inspection data must be entered into IHDA-designated systems (DMS, InspectCheck, and Monday.com) within two business days of site visits, with monthly reconciliation reporting required. Vendors must provide their own hardware (computers and tablets); IHDA supplies software licenses.

The initial contract term is two years with renewal options for up to four years twice, for a maximum ten-year term. Evaluation allocates 100 technical points, 20 Commitment to Diversity points, and 24 pricing points (144 total). Vendors must submit pricing by region structured in the BidBuy Items Tab. Required insurance includes $1 million general commercial liability per occurrence, $1 million auto liability, workers' compensation, $5 million umbrella liability, and employee theft or fidelity bond coverage. Vendor questions are due July 17, 2026 by 5:00 p.m. CST. No incumbent is identified. The original RFP (B-50525) was substantially restructured; the reissue eliminates the UPCS Inspection Protocol and vendor demonstration component, shifting to a regional award structure.
