About this opportunity
The Washington Suburban Sanitary Commission (WSSC) is requesting sealed proposals for preliminary engineering study and 35 percent design services for the Regional Water Supply Resiliency Project ("Secure the Source Project"), with responses due October 5, 2026 at 9:00 a.m. via WSSC's eProcurement Portal. Execution of a Non-Disclosure Agreement is a condition of participation.
The project develops a long-term secondary water source to supplement the Potomac River water supply serving the metropolitan region. The scope of work must comply with the 1986 Water Resources Development Act (WRDA) Section 203, as amended by the Water Resources Reform and Development Act (2014), and U.S. Army Corps of Engineers (USACE) requirements. The completed preliminary engineering study and 35 percent design are intended for submission to the Assistant Secretary of the Army for potential Congressional authorization under a subsequent WRDA Bill for the design and construction of the recommended project.
The solicitation establishes an intergovernmental and cooperative purchasing framework. Work is performed in Prince George's County, Maryland, with administrative oversight through WSSC Water.
The source does not specify estimated contract value, contract term, evaluation criteria, weighting, a pre-bid meeting or site visit, questions-due date, or incumbent contractor information. Interested firms should consult the complete RFP package and related scope-of-work documents available through the WSSC eProcurement Portal for comprehensive technical requirements, submission guidelines, and evaluation methodology.
