About this opportunity
The Regional Transportation District (RTD) in Denver is requesting proposals for consultant services to track municipal annexations and maintain updated boundary maps under RFP 126DY003, with proposals due September 30, 2026 at 2:00 PM. No small-business enterprise participation goal has been established.
The scope requires monthly research of annexations approved by towns and cities within or adjacent to RTD's multi-county service area; identification, mapping, and legal description of annexed lands; updates to the online boundary map; and assignment of newly annexed lands to appropriate director districts. All deliverables must be in ArcMap/ArcGIS 10.x geodatabase format using 1983 State Plane Colorado Central projection, with maps and legal descriptions filed with county Clerks and Recorders. During election years, the contractor verifies voter precincts within Director Districts and prepares precinct lists and maps for county election officials by June 30, with final submissions by July 31. The contractor will maintain Director District maps on the RTD Board website with updates within 30 days of Board action. Work spans multiple counties including Denver, Adams, Arapahoe, Boulder, Douglas, Jefferson, and Weld. The contractor must submit monthly invoices and progress reports detailing completed work, difficulties encountered, remediation strategies, and upcoming tasks.
The contract is fixed-price with an initial one-year term and four unilateral one-year renewal options for a potential five-year total. Contract pricing is not finalized in the form document; all cost amounts are listed as TBD. Monthly invoices will be paid within thirty days of RTD approval. The contractor must carry commercial general liability of $1 million per occurrence and $2 million aggregate, professional liability of $5 million per claim and aggregate, workers' compensation, commercial automobile liability, and cyber risk insurance of $5 million per occurrence and aggregate.
Proposals are evaluated on best value using five weighted criteria: approach (15%), cost (15%), relevant government entity experience (20%), delivery capability (25%), and staff qualifications (25%). Technical proposals are limited to 30 pages excluding cover letters and attachments; cost proposals must be submitted separately. A non-mandatory pre-proposal briefing is scheduled for September 9, 2026. The inquiry period closes September 23, 2026. RTD anticipates oral presentations during the week of October 5, 2026 and final selection by October 16, 2026. Proposals must be submitted electronically through RTD's OpenGov portal. Contact: Ryan Miller, Buyer, RTD Planning Department.
