About this file
This is a Statement of Work for consultant services from the Regional Transportation District (RTD) in Denver, Colorado, to perform boundary mapping and annexation tracking services. RTD seeks contractor services to research municipal annexations approved by towns and cities within or adjacent to RTD's service area on a monthly basis in accordance with Colorado Revised Statutes, and to maintain updated electronic boundary maps and legal descriptions reflecting these annexations. The contractor will be responsible for preparing county-specific electronic maps and legal descriptions, filing revised maps with county Clerks and Recorders, and verifying voter precincts within Director Districts during election years. All deliverables must be provided in ArcMap/ArcGIS 10.x geodatabase format using 1983 State Plane Colorado Central projection, with text in Microsoft Word and tabular data in Microsoft Excel. The contractor will maintain Director District maps on the RTD Board website and provide updates within 30 days of Board action. The contract term is one year with an option for RTD to renew for up to four additional one-year periods at its sole discretion. The existing contract expires September 30, 2026.
The Statement of Work does not specify pricing terms, set-asides, award dates, or funding amounts. The contractor must submit monthly invoices and progress reports detailing completed work, encountered difficulties, remediation strategies, and upcoming tasks. The contractor is required to meet with the RTD Project Manager and staff following Notice to Proceed to establish project protocols and meeting schedules. The SOW references recent legislation SB26-150, which will reduce the RTD Board from 15 elected members to five beginning January 1, 2029, necessitating corresponding reductions to Director Districts. Election year activities include verifying voter precincts and preparing precinct lists and maps for county election officials by June 30, with final submissions by July 31.

1. Executive Summary
The Regional Transportation District (RTD) is seeking consultant services to perform general boundary mapping services. The official boundary for RTD is described in state statutes at Colorado Revised Statutes C.R.S. §§ 32-9-106, et. seq. There are also provisions in the statutes regarding various processes by which land may be added to the RTD area C.R.S. § 32-9-106.6, § 32-9-106.7, and § 32-9-106.8).
One of the processes described for allowing land to be annexed to RTD states, in part, that if any town or city wholly or partially within RTD annexes any land after May 25, 1994, that, prior to the annexation, was outside the RTD boundary, upon annexation, that land automatically becomes part of RTD. This process has created “islands” of land not contiguous to the RTD boundary, since some cities and towns have approved annexations prior to the May 25, 1994, effective date of the current statute. In addition, RTD is often not made aware of these annexations, so is not certain when property is annexed to RTD through this process.
RTD has utilized the services of a consulting firm to provide information regarding these annexations and to prepare the legal descriptions and mapping for revising the RTD boundary map in accordance with C.R.S § 32-9-106.1. RTD then assigns those newly annexed lands to the appropriate Director District and notifies the appropriate State and Local officials, as described in the statutes, of the annexations. The existing contract term for those consulting services will expire September 30, 2026.
Therefore, RTD requires the services of a consultant to work with RTD staff to continue to identify, map, and legally describe all of the lands annexed by towns and cities that need to be included within the RTD boundary for purposes of tax collection and ensuring that all persons in the District are assigned to an RTD Board Director District and all eligible electors are able to vote in RTD elections.
When the overall boundary map is revised, the director district map is also revised if needed. However, the revisions to the director district map will need to be created in a separate file and not automatically finalized since the Board of Directors will need to vote on the revisions to any Director District map changes and officially assign boundary amendments to the appropriate Director District. 2. Project Description
A. Scope of the Project
1. The Contractor will research all annexations approved by towns and cities within or adjacent to RTD where such annexations would have resulted in annexations into the RTD boundary in accordance with C.R.S. § 32-9-106.6(1)(b). This research will occur on a monthly basis in order to comply with the State requirement that RTD’s boundary and description be updated within 30 days of actions by local jurisdiction annexing land into RTD. The Contractor will work with RTD staff to determine which jurisdictions should be researched on a monthly basis. Typically, RTD has not considered an annexation to be completed, until it has been recorded with the respective county Clerk and Recorder’s office.
2. The Contractor will prepare, and provide to RTD, electronic maps showing the revisions to the RTD boundary as a result of all relevant and applicable annexations to RTD as a result of local jurisdiction annexations, and electronic files with the revisions to the RTD legal description that reflect these annexations.
3. The Contractor will prepare, and provide to RTD, individual County electronic maps and legal descriptions for those counties within which annexations occur.
4. The Contractor will work with RTD staff to document any annexations to the RTD Boundary resulting from action by the RTD Board of Directors in accordance with C.R.S. § 32-9-106.7.
and C.R.S § 32-9-106.8. The Contractor will provide RTD with electronic maps showing the revisions to the RTD boundary as a result of all relevant and applicable annexations to RTD as a result of local jurisdiction annexations and revise the RTD legal description to reflect these annexations.
5. The Contractor will be responsible for filing the revised map and legal description with the
Clerk and Recorder of the county in which the annexation occurred.
6. Recent legislation, SB26-150, will change the composition of the RTD Board. Beginning
January 1, 2029, the number of elected Board members will be reduced from 15 to five.
Accordingly, the number of Director Districts also will be reduced to five. These new Director District boundaries will be drawn up by the Office of Legislative Legal Services. In 2028, https://rtd-denver.maps.arcgis.com/apps/webappviewer/index.html?id=e6aa4fe07b284f98bd164faad0c472be https://rtd-denver.maps.arcgis.com/apps/webappviewer/index.html?id=e6aa4fe07b284f98bd164faad0c472be https://rtd-denver.maps.arcgis.com/apps/webappviewer/index.html?id=e6aa4fe07b284f98bd164faad0c472be elections will be held for each of the five new Director Districts. Since Board elections are staggered, three Board members will be up for reelection in 2030 (with the remining two members up for reelection in 2032). In election years, the Contractor will verify the voter precincts that comprise each of the five Director Districts using the general voter precincts established by the respective boards of county commissioners or elections commissions. A list of the voter precincts in each Director District and a map of each Director District showing all the voter precincts in each Director District shall be prepared for review by each county election official and submittal to RTD by June 30. If there are any discrepancies identified, the contractor will show how these could be mitigated and work with RTD staff and the appropriate election commission to resolve the discrepancies. For example, there will likely be overlapping areas and ‘gaps’ between districts; these should be corrected. There may also be some instances where the external District boundary will need to be corrected to account for inaccurate legacy mapping efforts; suggested corrections for these should be identified for RTD Project Manager review. Final maps, lists of precincts and shape files will be prepared and submitted to RTD in electronic format, as shown in the example included in the Appendix, no later than July 31. A specific long and short legal description for each director’s district will also be included.
7. All electronic mapping provided by the Contractor shall be provided in ArcMap/ArcGIS 10.x geodatabase format, using the 1983 State Plane (feet), Colorado Central projection. All electronic text files shall be provided in Microsoft Word; tabular data will be submitted in Microsoft Excel.
8. The Contractor will create and maintain the Director District maps for the RTD Board website and will provide updates reflecting changes no later than 30 days after Board action acknowledging the annexation.
9. The Contractor will provide RTD with appropriate documentation that authenticates or confirms all research findings.
10. The Contractor will provide support on an as-need basis for miscellaneous items including, but not limited to, creating specialized Director District maps, and providing annual District-wide statistics, such as current population, square miles, etc.
11. The Contractor shall submit monthly invoices and project progress reports that describe work completed, difficulties encountered that may affect the project schedule, possible remediation of those difficulties, and work tasks for the coming month.
12. The Contractor to meet with the RTD Project Manager and RTD staff following Notice to
Proceed to establish and agree upon a course of action for the project and to establish a schedule of meetings to review work accomplished and project schedule.
B. Location
The Contractor will be responsible for filing the revised map and legal description with the Clerk and Recorder of the county in which the annexation occurred.
C. Period of Performance
The contract will last for a one-year period. At the sole discretion of RTD, the contract which results from this solicitation may be renewed for up to four additional one-year periods after the first one-year base period.
D. Roles and Responsibilities
As noted under Section 2.A.4, the Contractor will work with RTD staff to document any annexations to the RTD Boundary resulting from action by the RTD Board of Directors in accordance with C.R.S.
