About this opportunity

The University of Hawaii Board of Regents is requesting bids for refuse and recycling collection services at the University of Hawaii – West Oahu campus in Kapolei under IFB No. 27-5884, with proposals due August 25, 2026 at 2:30 p.m. and a questions deadline of August 11, 2026.

The contractor will provide all labor, equipment, refuse containers, and transportation for collection and disposal of refuse and recyclable items from eight designated pickup locations across campus. Service frequencies vary: twice-weekly general waste collection from containers ranging from 3 to 40 cubic yards, weekly single-stream recycling pickups, and bi-annual maintenance and mechanical disposal service. The contractor must comply with Hawaii Revised Statutes Chapter 103-55 prevailing wage requirements, which mandate hourly pay of $29.09 to $31.47 for Refuse Collectors and Truck Drivers through July 1, 2028.

The contract commences on the estimated Notice to Proceed date of November 1, 2026, for an initial one-year period with two optional one-year renewals, totaling up to three years. Award will be made to the lowest responsive and responsible bidder based on total aggregate bid for all items. The contract includes an escalation clause allowing price adjustments for increases in City and County of Honolulu landfill and disposal fees and wage rate increases for state civil service workers performing similar work; bidders must identify the percentage of their monthly bid price representing disposal fees to support future adjustment requests.

The contractor must maintain commercial general liability insurance ($1 million per occurrence / $2 million aggregate), automobile liability ($1 million per person / $1 million per accident for bodily injury), workers' compensation, and employers liability insurance ($1 million per accident). Site visits may be arranged by contacting Technical Representative Jennifer Watanabe between 8:00 a.m. and 3:30 p.m., Monday through Friday. Submissions are electronic through Hawaii's HIePRO procurement system. Payment is due within thirty calendar days of invoice receipt or service acceptance, whichever is later.
