The contractor must furnish separate Performance and Payment Bonds in amounts equal to 100 percent of the total contract price, with surety companies licensed by the State Board of Insurance and holding a minimum "B+" rating in Best's Key Rating Guide. Bid security of 5 percent must be submitted as either a bid bond or certified check. Contractor insurance requirements include workers' compensation, bodily injury liability, and property damage coverage, with certificates naming the Owner and Engineer as additional insureds.

Payment will be made monthly upon engineer approval of work progress, with 10 percent retained until final completion. Bids are submitted electronically through the CivCastUSA website. The bid opening will be conducted virtually via Zoom with an option for in-person viewing at Clark Condon's office in Houston.
