About this opportunity

The Town of East Lyme, Connecticut is requesting proposals for a complete turnkey replacement of a centralized Uninterruptible Power Supply system serving the Public Safety Building Server Room and Remote Dispatch Center under RFP 2027-002, with proposals due August 17, 2026 at 10:00 a.m. Qualified proposers must be Connecticut-licensed electrical contractors and manufacturer-authorized UPS integrators.

The scope encompasses removal of the existing 40 kVA, 480 VAC three-phase UPS system and installation of a modern, redundant, enterprise-class system supporting mission-critical infrastructure including 911 operations, emergency communications, dispatch radio consoles, computer-aided dispatch systems, and core network infrastructure. The design must deliver a minimum 30-minute battery runtime at full connected load, with alternate pricing for 45-minute and 60-minute runtimes; eliminate single points of failure; and permit maintenance without interruption of protected loads. Deliverables include load analysis, UPS and battery system installation, step-down transformers, maintenance bypass systems, intelligent rack PDUs, remote dispatch center feeder connections, startup, commissioning, testing, documentation, and training. Preferred manufacturers are Eaton, Vertiv, Schneider Electric/APC, and Mitsubishi Electric, with equivalents permitted. Contractors must demonstrate experience installing at least five comparable mission-critical UPS systems within the last five years.

The Town reserves the right to require shortlisted proposers to participate in a pre-award technical design review meeting. Evaluation criteria weight technical compliance at 30 percent, system reliability and redundancy at 25 percent, contractor qualifications and experience at 15 percent, and engineering approach, warranty and support, and cost at 10 percent each. Minimum warranty covers five years for UPS electronics and batteries and one year minimum labor. Alternate pricing is requested for five-year and seven-year 24x7 preventive maintenance agreements and four-hour on-site emergency response. The design philosophy targets reliability, maintainability, and operational simplicity to support public safety infrastructure for ten to fifteen years.
