Summary

This Request for Proposals (RFP) issued by the Town of East Lyme, Connecticut, seeks qualified, manufacturer-authorized UPS integrators and licensed electrical contractors to provide a complete turnkey replacement of the existing centralized Uninterruptible Power Supply system serving the Public Safety Building Server Room and Remote Dispatch Center. The project involves removal of the failed 40 kVA, 480 VAC three-phase UPS system and installation of a modern, redundant, enterprise-class system designed to support mission-critical public safety and information technology infrastructure, including emergency communications, 911 operations, dispatch radio consoles, computer-aided dispatch systems, and core network infrastructure. The scope of work encompasses engineering, equipment procurement, load analysis, UPS and battery system installation, step-down transformers, maintenance bypass systems, intelligent rack PDUs, connection of remote dispatch center feeders, startup, commissioning, testing, documentation, and training. The proposal due date is August 17, 2026, at 10:00 AM. RFP Number 2027-002 was issued on August 4, 2026. The project requires a minimum 30-minute battery runtime at full connected load with alternate pricing for 45-minute and 60-minute runtimes, and proposals must demonstrate a redundant architecture designed to eliminate single points of failure and permit maintenance without interruption of protected loads.

The evaluation criteria assign 30 percent weight to technical compliance, 25 percent to system reliability and redundancy, 15 percent to contractor qualifications and experience, 10 percent each to engineering approach, warranty and support, and cost. Minimum warranty requirements include five years for UPS electronics and batteries, with one year minimum labor warranty. Alternate pricing is requested for five-year and seven-year 24x7 preventive maintenance agreements and four-hour on-site emergency response. Qualified contractors must be licensed to perform electrical work in Connecticut, be factory-authorized by the proposed UPS manufacturer, and demonstrate experience installing at least five comparable mission-critical UPS systems within the last five years. The Town reserves the right to require shortlisted proposers to participate in a pre-award technical design review meeting prior to contract award. Preferred UPS manufacturers include Eaton, Vertiv, Schneider Electric/APC, and Mitsubishi Electric, with equivalent manufacturers permitted upon proposal. The design philosophy emphasizes reliability, maintainability, operational simplicity, and future expansion capabilities to support the Town's public safety infrastructure for ten to fifteen years.
