The contract term is approximately one year beginning August 31, 2026 with completion expected by March 31, 2027; the City may renew for up to one additional one-year period for a maximum two-year term. Required insurance includes Commercial General Liability of $1 million per occurrence / $2 million aggregate, Professional Liability / Errors & Omissions of $1 million per occurrence / $2 million aggregate, Workers' Compensation with $500,000 employer's liability minimum, and Automobile Liability of $1 million combined single limit. The City must be named as Additional Insured on General and Auto Liability policies. Respondents must provide three local government or public-sector references, preferably from North Carolina municipalities or counties, and submit itemized pricing proposals. Vendor registration with the City and E-Verify compliance are required.

Evaluation criteria are Technical Approach & Understanding of Scope (30%), Qualifications, Experience & References (25%), Project Team & Key Personnel (20%), Cost/Price Proposal (15%), and SDBE/HUB Small Business Participation (10%), weighted toward technical and team strength. Evaluation runs August 10–14, 2026, with potential oral interviews August 17 and anticipated contract award August 25, 2026. The City reserves the right to reject any or all proposals and cancel the solicitation.
