About this opportunity

The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) is requesting quotes for removal and replacement of a short-span reinforced concrete slab bridge on the Red Trail at Connetquot River State Park Preserve in Oakdale, Suffolk County, with responses due November 3, 2026, and a mandatory site visit on October 20, 2026.

No set-aside or preference programs apply; SDVOB, MBE, WBE, and DBE goals are all 0.00%. However, Public Building Law 8(6) provisions allow MWBE firms submitting bids within ten percent of the lowest bid to be deemed apparent low bidders, subject to a maximum contract amount of $1,737,918. Good Faith Efforts are requested to include MWBE and SDVOB vendors where subcontracting availability exists.

The scope comprises five line items: demolition of the existing concrete slab bridge, concrete formwork, new HS-10 rated pour-in-place concrete slab bridge construction, four helical piles with material and installation, and regrading of bridge approach. The new bridge must achieve minimum 4,000 PSI concrete compressive strength and use galvanized reinforcing bars per ASTM A615 Grade 60. All work must comply with New York State Department of Transportation standard specifications and the 2025 New York State Building Code. The contractor must obtain staged-area pre-approval from OPRHP and is responsible for erosion control, dewatering, and utility locating. Special inspections are required for footing, foundation, concrete design mixes, and helical pile installation.

The work is classified as public work under New York Labor Law Articles 8 and 9, requiring prevailing wage compliance (PRC#: 2026017359) and Bureau of Public Work and Prevailing Wage Enforcement contractor registry prior to bidding. Commercial general liability insurance with limits of at least $1 million per occurrence and $2 million general aggregate is mandatory, along with comprehensive business automobile liability and workers' compensation insurance. Quotes exceeding $15,000 require lobbying law certification, non-collusive bidding certification, Public Officer's Law certification, Executive Order 16 certification, and Finance Law 139-L and Executive Order 177 certification. Lump sum pricing is not acceptable; bidders must price each line item separately. All quotes must remain valid for at least 90 days. Vendor questions are due October 27, 2026, at 3:00 p.m. ET.
