About this opportunity
The City of Orlando is requesting proposals for a comprehensive Red-Light Camera Traffic Infraction Detector (RLCTID) System under RFP26-0163, with proposals due September 17, 2026, and a non-mandatory pre-proposal conference on July 28, 2026. Proposers must demonstrate proven experience inheriting existing RLCTID networks and installing new systems at locations identified through traffic safety analysis.
The scope encompasses management of the City's existing 45 RLCTID approaches at 25 intersections and installation of new systems at approximately 110 additional approaches across 55 intersections, for a total of approximately 155 approaches. The contractor must provide all installation, maintenance, operation, and repair services; front-of-office operational support including data processing, software provision, payment processing, training, and public awareness campaigns; site selection analysis; electrical infrastructure; and 24/7/365 system maintenance. Installation must be completed within 120 days of written direction. Systems must meet 4K video resolution, automated-sensor, high-definition imaging, and license-plate-recognition standards with metadata capture and 48-hour Traffic Event processing capability. The contractor must obtain all necessary City and State permits, process credit and debit card payments with convenience fees not exceeding 5%, deposit all revenue daily into City accounts, and maintain data storage within the continental United States. The City retains responsibility for issuing citations, processing affidavits of defense, and managing financial distributions.
The contract term is five years with options for five additional one-year renewal periods, for a cumulative maximum of 120 months. The City reserves the right to terminate for convenience with negotiated fees based on actual costs less depreciation, or without penalty if courts enjoin RLCTID use or legislation prohibits such systems. Questions are due August 27, 2026. Pricing proposals should assume two approaches per intersection, though the City reserves the right to vary the number of approaches without guarantees.
