About this opportunity
The City of Seattle is requesting bids on the rebid of the Seattle City Hall Plaza Waterproofing Replacement project (Public Works #2025-029), with bids due September 2, 2026 at 2:00 p.m., and mandatory pre-bid site inspections on July 28 or July 31, 2026. This is a Covered Project subject to the City of Seattle's Community Workforce Agreement and Priority Hire requirements under Seattle Municipal Code 20.37, which mandate contractor provision of employment opportunities to workers from economically distressed communities, women, and people of color.
The scope includes full plaza restoration encompassing waterproofing, concrete decking, sub-grade interior repairs, landscaping with tree transplant work, and addition of one flagpole at Seattle City Hall, 600 4th Avenue, Seattle, Washington 98104. Specific scope clarifications address sheetrock replacement and refinishing in the Red Room per addendum responses. The contract is a lump-sum, single-prime stipulated-sum agreement with liquidated damages provisions for failure to meet the specified completion schedule.
The Engineer's Estimate is $6,864,865.00. The project is funded through the Finance and Administrative Services Fund under Ordinance No. 127362. This is a rebid, indicating a prior solicitation cycle did not result in award.
Bidders must submit a completed Inclusion Plan with the bid, scoring at least 10 points for responsiveness; a Bidder/Subcontractor List identifying subcontractors or self-performance for electrical and rebar installation (required for projects exceeding $1 million); and a 5% bid guarantee as certified or cashier's check or bid bond. Mandatory qualifications include Washington State contractor registration, current UBI number, industrial insurance coverage, and public works training certification. The apparent low responsive bidder must provide proof of insurance, executed Payment and Performance Bond, Social Equity Plan, and evidence of compliance with prevailing wage, paid sick and safe time, and equal benefits within specified timeframes following Notice of Intent to Award.
Questions are due August 6, 2026. Electronic submission is required through OpenGov. Pre-bid site inspections occur at the west side of the main lobby facing 5th Avenue. Project Manager contact: Paul Spivey.
