About this opportunity

The Tarrant Regional Water District (TRWD) is requesting Statements of Qualifications for on-call rapid environmental response services supporting the Fort Worth Central City Project, with submissions due October 20, 2026 at 2:00 p.m. CT through the OpenGov Procurement Website. No site visits or bidders' conferences are scheduled.

TRWD will select one or more contractors to respond to unanticipated environmental discoveries during active construction across approximately five miles around downtown Fort Worth. The scope encompasses site reconnaissance, sampling, permitting, excavation, transportation, and disposal of contaminated soil, groundwater, underground storage tanks, and buried drums. Selected contractors must operate a 24/7 service line with site supervisor response within 48 hours.

The contract is structured as a one-year initial term with options to renew for up to four additional one-year periods. There is no guaranteed project assignment; selected firms may be awarded one or more task orders as projects become available and based on firm availability. Contractors bear disposal costs for RCRA non-hazardous materials (Class 1 and Class 2 wastes and miscellaneous construction debris); RCRA hazardous materials, not currently anticipated, will be negotiated case-by-case if encountered. Cost estimates will be provided by the contractor prior to beginning work as part of the task order authorization process.

Evaluation is qualifications-based, weighted at 40 points for experience and qualifications of firm and key personnel, 30 points for project approach and rapid response plan, and 30 points for references. Submissions must be organized documentation limited to 10 pages plus appendices, including insurance requirements, agreement to terms and conditions, completed conflict of interest questionnaires, and documented experience with similar projects within the last ten years. The joint effort with the United States Army Corps of Engineers focuses on providing flood protection to Fort Worth's Central Business District.
