About this file
This is a Request for Statement of Qualifications (RFSOQ) issued by the Tarrant Regional Water District (TRWD) Purchasing Department for Rapid Response Environmental Services. TRWD, a publicly elected five-member board that has served Tarrant County for over 100 years, is seeking one or more contractors to provide on-call environmental response services in support of the Fort Worth Central City Project, a joint effort with the United States Army Corps of Engineers to provide flood protection to Fort Worth's Central Business District. The contractor will respond to unanticiated environmental issues discovered during active construction, including site reconnaissance, sampling, permitting, excavation, transportation, and disposal of contaminated soil, groundwater, underground storage tanks, and buried drums. The service area encompasses approximately five miles around downtown Fort Worth, Texas. Statements of Qualifications are due no later than Tuesday, October 20, 2026, at 2:00 p.m. CT, submitted electronically through the OpenGov Procurement Website. No site visits or bidders' conferences are specified in the document. The contract will be a one-year service agreement with options to renew for up to four additional one-year periods. There is no guarantee of project assignment, and selected firms may be awarded one or more assignments as projects become available and based on firm availability.
The document does not establish fixed pricing but indicates that cost estimates will be provided by the contractor prior to beginning work as part of the task order authorization process. Contractors must operate a 24/7 rapid response service telephone line and ensure a site supervisor arrives within 48 hours of request. All RCRA non-hazardous materials disposal fees for Class 1 and Class 2 wastes and miscellaneous construction debris under waste manifests signed by TRWD's representative will be paid directly by the contractor, while RCRA hazardous materials are not currently anticipated and will be negotiated on a case-by-case basis if encountered. Evaluation will be qualifications-based, weighted as follows: experience and qualifications of firm and key personnel (40 points), project approach and rapid response plan (30 points), and references (30 points). Respondents must submit organized documentation limited to 10 pages plus appendices, confirming insurance requirements, agreement to terms and conditions, completed conflict of interest questionnaires, and experience with similar projects performed within the last ten years.

Request For Statement Of Qualifications #26-197 3 Title: Rapid Response Environmental Services
1. 1. ............................................ PROJECT SUMMARY AND INTRODUCTION
TRWD is hereby inviting Statements of Qualifications (SOQ) for Rapid Response Environmental
Services.
Due to the indefinite nature of the need for services there is no guarantee of project assignment to the firms selected. Selected firms may be awarded one or more assignments as projects become available and based on the availability of the firm. Award of an IDIQ contract, or subsequent assignment under an IDIQ contract, will not disqualify a firm from responding to any future projects for which a project-specific RFSOQ may be issued.
2. 2. .................................................................... TRWD BACKGROUND
The Tarrant Regional Water District (TRWD) has provided quality water to its customers, implemented vital flood control measures and created recreational opportunities for Tarrant
County residents and communities for more than one hundred (100) years.
TRWD is led by a publicly elected five (5) member board and owns and operates four (4) major reservoirs including Lake Bridgeport, Eagle Mountain Lake, Cedar Creek Reservoir and Richland
Chambers Reservoir. TRWD has constructed over two hundred and fifty (250) miles of water pipelines, multiple pump stations and a two-thousand-acre wetland water reuse project augmenting water supplies for the area. TRWD also maintains twenty-seven (27) miles of floodway levees and more than one hundred (100) miles of Trinity River Trails.
TRWD’s transmission pipelines, ranging in diameters of 72 inch through 108 inch, convey water from its water supply sources Richland-Chambers Reservoir, Cedar Creek Reservoir and Lake
Benbrook, through several lake and booster pump stations including balancing reservoirs along the way. The raw water is delivered directly to customer water treatment plants supplied by
TRWD’s pipelines, as well as to terminal storage reservoirs (Eagle Mountain, Lake Benbrook, and Lake Arlington) through pressure reducing outlets.
3. 3. ................................................................. PROJECT BACKGROUND
The Fort Worth Central City (FWCC) Project is a joint effort between the United States Army
Corps of Engineers (USACE) and the local sponsor, the Tarrant Regional Water District (TRWD), to provide increased flood protection to the Central Business District of the City of Fort Worth.
As the local sponsor, TRWD has the responsibility of ensuring that all property provided for the project to the USACE is ready for construction. The following Scope of Services is required to assist TRWD with Rapid Response Environmental Services in the event that unsuitable material is found during active construction by the contractor on Central City related work.
4. 4. .................................................................. OFFICIAL DOCUMENTS
Request For Statement Of Qualifications #26-197 4
Official Documents are available through the procurement portal at the following website:
https://procurement.opengov.com/portal/trwd
Prospective offerors must register with the Procurement Website as a plan holder, even if bidding documents are obtained from a plan room or other site. All official notifications, addenda and other documents will be offered only through the Procurement Website
Proposal forms obtained from any source other than the District may be incomplete and bidders risk not receiving necessary addenda, or other required documents causing the bid to be considered non-responsive, and eliminating the proposal from award. The District will not be responsible for the completeness, accuracy, or timeliness of the final bid documents obtained from other sources.
5. 5. ......................................................................... SCOPE OF WORK
5.1. 5.1. ...............................................................................SCOPE OF SERVICES
In order to facilitate continuous construction on the Central City Project without adverse delays from unanticipated environmental issues, TRWD requires one or more Contractor(s) to provide
Rapid Response Environmental Services on an" as-needed" annual service agreement basis.
This is a one (1) year service agreement from date of execution with an option to renew for up to four (4) additional one (1) year periods. The actual need for frequency and duration of services cannot be quantified in advance, however when required will be needed in a timely manner. The scope described below represents possible scopes which may be required. All or none of them may actually be required, but the Contractor will be selected based upon on their ability to meet them all.
There is no guarantee that any work will be performed as part of this service agreement.
The Contractor(s) shall provide sufficient equipment, supplies, material, and personnel with the appropriate technical skills and experience to handle tasks, including but not limited to:
• When potentially contaminated soil (either in-situ or in staged stockpiles), groundwater, buried drums, underground storage tanks (USTs), or materials are encountered, perform a Site reconnaissance to the area where the work is to be performed to conduct field screening (with a photoionization detector (PID) or other applicable air monitoring equipment) and visually observe and document the media for staining, odors, oily sheen, etc.
• Collect confirmation or waste characterization samples and submit to a TCEQ-accredited laboratory.
Request For Statement Of Qualifications #26-197 5

Environmental Quality (TCEQ) and Texas Department of State Health Services (TDSHS).
• Perform all field work according to safety and risk best management practices (BMPs).
• Provide and coordinate with qualified subcontractors, as needed, to excavate, transport, and dispose of contaminated environmental media to the proper licensed disposal facility.
• Prepare waste profiles for contaminated material for the appropriate licensed disposal facility and provide waste disposal manifests for TRWD signature.
• Provide cost estimates, including summary level scope and schedule prior to beginning work as part of the work authorization process. The provided cost estimate will be the basis of each Task Order authorization.
• Assure compliance with all Federal, State and Local regulations, including TDSHS and
OSHA regulations, including handling and disposal of contaminated materials.
Description of Rapid Response Services and Deliverables
Contractor shall provide, upon TRWD's request, Rapid Response Services that may include but are not limited to, project management, subcontractor coordination and scheduling, safety plans, permitting, containment, removal, neutralization, decontamination, recovery, cleanup, repackaging, transportation, and/ or disposal of Hazardous and/ or Non-hazardous Materials
(collectively referred to as "Rapid Response Services").
Contractor's site supervisor is required to arrive at specified location(s) within TRWD requested response time of forty-eight (48) hours from the time the request for service is received by the
Contractor. It should be anticipated that construction operations by others may continue nearby to the area of impact unless a specific risk dictates otherwise.
Contractor is required to operate a twenty-four (24) hour-per-day, seven (7) days-per week rapid response service telephone line. The TRWD's representative making the call shall furnish to Contractor the name and title of the caller, the location of the site needing Rapid Response
Services (hereinafter referred to as the "Site"), the Hazardous and/ or Non-hazardous Materials
Request For Statement Of Qualifications #26-197 6 involved, if known, and other relevant facts relating to the situation then known to the TRWD's representative.
TRWD and Contractor recognize that, at the commencement of each rapid response service in accordance with this Scope of Services, the scope will be preliminary. The Parties agree that, at the commencement of a Rapid Response Services project, their respective representatives shall consult with each other to review and define the Scope of Services for the Site. Any changes to the Scope of Services will be reviewed by the Parties, and if these changes are deemed necessary by TRWD, their description and/ or associated cost will be captured in a Task Order.
TRWD and Contractor shall each designate a representative who will be authorized to act with respect to the Rapid Response Services.
Contractor will provide a copy of their written procedures addressing quality control/ quality assurance.
Contractor will provide a list of experience, skill level and certification(s) for Key Personnel. Key

Contractor. RCRA Hazardous materials are not currently anticipated to be encountered as part of this scope and therefore any special rates, service agreement terms and conditions will be negotiated only as necessary and on a case-by-case basis.
Rapid Response Services are anticipated to be performed in close proximity to ongoing construction by others, unless space restrictions, construction limitations, or safety concerns prohibit. It is generally anticipated that construction by others will continue at a safe distance so that both companies can proceed without significant negative impact to production.
When TRWD requests Rapid Response Services from Contractor, Contractor shall use due diligence to mobilize trained and competent personnel, and provide the appropriate skilled supervision, labor, materials, supplies, tools, equipment, personal protective equipment
(hereinafter "PPE"), and subcontracted items where necessary for the performance and
Request For Statement Of Qualifications #26-197 7 completion of the Rapid Response Services in a safe, timely, healthful, workmanlike, and efficient manner.
Schedule
Time shall be of the essence for performance of the work and shall proceed with its best efforts under the circumstances presented. Contractor agrees to perform all obligations and render the
Rapid Response Services set forth, and any Task Order issued pursuant hereto, in accordance with any timelines included in the applicable Task Orders, except as the Parties may otherwise mutually agree to in writing. If required by the Task Order, a specific Rapid Response services progress schedule will be developed for each individual task in compliance with the Scope of
Services defined.
