About this opportunity
The New York State Office of Indigent Legal Services (ILS) is soliciting applications from eligible counties for Quality Improvement for Family Court Representation initiatives under County Law Article 18-B, with applications due October 30, 2026 on a first-come, first-served basis.
Eligibility is limited to the 47 New York State counties currently receiving no more than $250,000 annually in ILS funding via Family Defense or Quality Improvement for Family Court Representation grant contracts. Each eligible county may submit one application only, submitted by an authorized county official or designated employee to RFP@ils.ny.gov. No MWBE, DBE, or SDVOB contracting goals apply.
Awards will range from $200,000 to $500,000 annually per county. The $3 million annual funding pool is intended to supplement, not supplant, existing local or state resources. No county match or cost is required. Allowable expenditures include caseload relief through attorney and support-staff hiring; timely access to counsel initiatives such as legal advice and community outreach; interdisciplinary representation via specialized non-attorney professionals; training and continuing legal education; and infrastructure costs including technology, equipment, and recruitment. Applicants must submit county identification, authorized official contact information, confirmation of good-faith implementation, identification of public defense providers and their funding allocation, a detailed budget in $50,000 increments, and a narrative describing how funding will improve Family Court representation.
ILS intends to continue awarded funding on an ongoing basis in future Family Court representation contracts, subject to continued state appropriations and approval by the New York State Attorney General and Office of State Comptroller. Award announcements are anticipated on a rolling basis through November 2026, with a funding start date of January 1, 2027. ILS reserves the right to negotiate work plans and budgets with successful applicants.
