This Request for Applications (RFA) is issued by the New York State Office of Indigent Legal Services (ILS) to solicit applications from eligible New York State counties for initiatives to improve the quality of representation provided in Family Court pursuant to County Law Article 18-B. The RFA was released on September 16, 2026, with applications due by October 30, 2026. Award announcements are anticipated on a rolling basis through November 2026, with a tentative funding start date of January 1, 2027. ILS plans to disburse awards ranging from $200,000 to $500,000 annually to counties that submit compliant applications on a first-come, first-served basis. Eligible applicants are limited to 47 New York State counties that currently receive no more than $250,000 annually in ILS funding via Family Defense or Quality Improvement for Family Court Representation grant contracts. Each eligible county may submit only one application, which must be submitted by an authorized county official or designated employee via email to RFP@ils.ny.gov.
Allowable expenditures include caseload relief through hiring attorneys and support staff; timely access to counsel initiatives including legal advice and community outreach; interdisciplinary representation through specialized non-attorney professionals; training and continuing legal education; and infrastructure costs such as technology, equipment, and recruitment. No funding match or county cost is required to receive the award. Applications must include county identification, authorized official contact information, confirmation of good-faith implementation, identification of public defense providers and their funding allocation, a detailed budget in increments of $50,000, and a description of how funding will improve Family Court representation. ILS reserves the right to negotiate work plans and budgets with successful applicants, and all awards are subject to continued availability of state appropriations and approval by the New York State Attorney General and Office of State Comptroller. The total funding pool is $3,000,000 annually, with funding intended to supplement rather than supplant existing local or state resources.

Intent of this Request for Applications
ILS announces the availability of funds and is soliciting applications from New York State counties for initiatives to improve the quality of representation provided in Family Court pursuant to County Law Article 18-B. This funding, approved as part of the Indigent Legal Services Board’s June 2026 allocation plan, is intended to supplement other sources of ILS and county funding to initiate or expand projects to improve the quality of representation provided in Family Court matters under County Law Article 18-B, via caseload relief, enhanced access to specialized professionals, initiatives to ensure timely access to counsel, and robust training.
Funding and Contract Period
ILS plans to disburse awards ranging from $200,000 and $500,000 annually to counties who submit applications that comply with the requirements below on a first-come, first-served basis.
ILS will amend the awardee counties’ current Family Court representation contracts to include the additional funding, starting January 1, 2027. ILS intends to continue the funding awarded via this RFA on an ongoing basis in future Family Court representation contracts for the awardee counties, subject to the continued availability of state appropriations.
Eligibility
Only New York State counties that currently receive no more than $250,000 a year in funding from ILS via a Family Defense or Quality Improvement for Family Court Representation grant contract are eligible to apply. The list of eligible counties are:
