About this opportunity

The City of Philadelphia is conducting a micro purchase procurement for two Miro licenses to be awarded to the lowest responsive and responsible bidder. This simplified procurement process is governed by the Micro Purchase Terms and Conditions established by the City, with quotes submitted electronically through the PHLContracts platform. Prospective sellers must quote all items to be eligible for award and are prohibited from delivering or providing services until officially notified by the department. The solicitation was posted on May 13, 2026, with a deadline for quote submission on May 18, 2026. Sellers must submit a duly executed Consent and Authorization Agreement prior to bid closing to ensure their quotes are considered responsive; this agreement can be attached to the vendor's PHLContracts profile at registration or included with the first submitted quote. All quotes must remain valid for 60 days from submission and must be submitted by the established bid opening date and time displayed in PHLContracts, with only the last quote considered if multiple submissions are received from the same seller. The contract will commence on the effective date specified in PHLContracts and will automatically terminate 365 days thereafter, with all products to be delivered FOB Destination Point.

While the Local Business Entity (LBE) certification question must be answered during the submission process, the LBE Program does not apply to this small purchase opportunity. Vendors are required to maintain specified insurance coverage, including workers' compensation at statutory limits, general liability of $500,000 per occurrence, and automobile liability of $300,000 per occurrence. The City of Philadelphia has provided an optional LGBTQ Applicant Opportunity Data Form to collect voluntary diversity data regarding LGBTBE certification status through the National LGBT Chamber of Commerce and its Philadelphia affiliate, the Independence Business Alliance, though submission is entirely voluntary and does not obligate responses to all questions. All prices must be quoted net and exclusive of taxes, as the City is exempt from federal excise, transportation, and Pennsylvania sales taxes. The total quotation amount must not exceed $43,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published CPI-U and rounded to the nearest $1,000. The City reserves the right to reject any and all quotes, accept quotes from multiple sellers, and accept quotes on individual line items without accepting all items.
