About this file
This is a Seller Checklist document issued by the City of Philadelphia Procurement Department for completing a small purchase quote submission through the PHLContracts platform. The contract opportunity involves a micro purchase for two Miro licenses to be awarded to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and should not deliver or provide services until officially notified by the department. The opportunity is classified as a micro purchase, which typically indicates a simplified procurement process with reduced administrative requirements compared to standard competitive procurements.
The submission process requires vendors to complete multiple tabs including General, Items, Questions, Terms & Conditions, Attachments, and Summary sections. Vendors must enter unit costs for each item, answer all mandatory questions, accept the terms and conditions, and submit a Consent & Authorization form as part of their vendor profile; failure to provide this form will result in quote rejection. While the Local Business Entity (LBE) certification question must be answered to proceed, the LBE Program does not apply to small purchases. The checklist also references an optional LGBTQ Applicant Opportunity Data Form that vendors may attach. All quotes must be submitted through the PHLContracts platform at www.PHLContracts.phila.gov, and vendors should ensure all red validation warnings are addressed before final submission.
