About this opportunity

The Ohio Department of Natural Resources is requesting quotes for construction of two raptor mew facilities at Mosquito Lake State Park in Cortland, Ohio, with proposals due October 21, 2026. The procurement carries Buy American (5%), Buy Ohio (5%), and Veteran-Friendly Business (2%) preferences under Ohio Administrative Code 123:5-1-06; combined preference rates apply only if at least one competing offeror does not qualify for a particular preference.

The scope includes two enclosed raptor housing structures with reinforced welded-wire mesh and pressure-treated lumber framing, standing 8 to 10 feet tall. Mew #1 includes a 3-inch pea gravel floor, metal roof, interior lighting, and two wall outlets; Mew #2 includes pea gravel flooring and roof per project drawings. Both feature viewing areas, multiple door access points, and raptor perches. Additional work encompasses site grading, excavation, framing, roofing, flooring, and electrical utility installation extending from an existing nearby building, plus a 4-inch thick concrete walkway and all finishing work.

Contract award goes to the lowest responsive and responsible bidder by line item, with validity through June 30, 2027. All proposals must be submitted through Ohio Buys; responses outside this platform will not be considered. The contract operates on an F.O.B. Destination basis with Pre-Paid/Allowed terms; contractors bear all freight costs and risk of loss until title passes to the State upon acceptance. Products must exceed 50% of total offered cost to qualify for Buy American or Buy Ohio preferences. Invoices route directly to Financial Shared Services at invoices@ohio.gov or by mail and must include Origin-DNR-N13 identifier, purchase order number, supplier name, facility information, invoice number, completion date, itemized services and materials, and line charges with no state sales tax. Site visits are available by appointment; contact Manager Salim Fadzl at 234-430-6039 to schedule.
