About this opportunity

The State of Ohio, through the Ohio Department of Natural Resources, is issuing a Request for Quotation (RFQ) for a renovation project at Mosquito Lake State Park in Cortland, Ohio. This procurement seeks qualified general contractors to remodel the park office interior to accommodate two law enforcement offices and additional staff functionality. The scope of work includes creating two 10x10 offices and a rear room, removing built-in shelving and trim, hauling debris, installing drywall, painting with Sherwin Williams products, adding LED and emergency lighting with exit signs, installing electrical receptacles, adding soundproofing and insulation, installing securable doors, building workstation desks with countertops, replacing closet and exit door hardware, installing luxury vinyl plank (LVP) flooring, and creating a small kitchenette area. Contractors must supply all materials and labor and are responsible for securing the work area throughout the project. Work may commence on March 1, 2026, during daylight hours, with a completion deadline of May 1, 2026. A mandatory site visit to Mosquito Lake State Park (1439 ST Route 305, Cortland, Ohio 44410) is required prior to bid submission, with Park Manager Salim Fadzl available at (234) 430-6039. The contract will be awarded to the lowest responsive and responsible bidder based on total lot cost calculated by multiplying unit costs by estimated usage and summing all line items. Bidders must submit bids for all items to be considered responsive, and all bids are due by February 27, 2026.

No set-aside designations or restrictions limiting the types of organizations that may respond are specified in the RFQ documentation. However, all contractors must comply with comprehensive state requirements outlined in the Standard Terms and Conditions, including maintaining commercial general liability insurance of at least $2,000,000 per occurrence, commercial automobile liability of $1,000,000 per accident, and workers' compensation as required by Ohio law. Additionally, contractors must complete the Affirmation and Disclosure Form confirming that all work and state data will remain within the United States unless expressly waived, and they must adhere to prevailing wage requirements under Ohio Revised Code Chapter 4115, nondiscrimination in employment, drug-free workplace standards, and all applicable federal, state, and local laws. Invoices must be submitted directly to Ohio Shared Services via email at invoices@ohio.gov, by fax at (1-614) 485-1039, or by mail, and must include the Purchase Order number and itemized services and materials. The Purchase Order is valid for goods and services received through June 30, 2026. No incumbent vendor, current contractor, or specific award value range is identified in the available documentation.
