About this opportunity

The City of Fort Worth Water Department is requesting proposals to perform annual investigations of approximately one-third of the City's private fire service connections, with proposals due October 12, 2026. The solicitation establishes non-exclusive contracts and is exempt from the Small Business Program Ordinance under the professional services exemption per Texas Government Code Chapter 2254.

The scope requires field investigations of 1,150 to 1,200 fire service connections annually (from a total inventory of approximately 3,600) conducted on a three-year rotating cycle. Investigations shall be performed from the exterior of properties using a City-provided checklist and must include leak detection, flow monitoring, visual inspection, documentation, and reporting. Vendors must deploy overnight monitoring devices for a minimum of seven days to determine water usage and identify potential leakage, unauthorized water consumption, unauthorized connections, and fire service system deficiencies. Qualified vendors must demonstrate a minimum of five years' experience investigating commercial fire systems, prior experience performing leak detection and water loss investigations, three references from similar-sized water utilities, and field personnel with a minimum of two years' experience in water loss investigations.

The contract term is one year from the City Manager's execution date or expenditure of funding, whichever comes first, with options to renew for up to four additional one-year terms by mutual agreement. Pricing proposals must include cost per standard investigation (minimum seven days), additional monitoring fees per day beyond seven days, report and supplemental documentation fees, and hourly technician rates for additional services.

Proposals are evaluated on experience and qualifications (25 points), technical approach and methodology (25 points), equipment and technology (15 points), reporting quality and data deliverables (15 points), and cost proposal (20 points). Submissions must include a sample inspection report, equipment inventory list, technical approach, completed pricing proposal, experience and references, and insurance certificates in electronic PDF format.
