About this file

This is a Request for Proposals issued by the City of Fort Worth Water Department to establish non-exclusive contracts with qualified vendors to perform annual investigations of the City's private fire service connections. The City currently maintains approximately 3,600 fire service connections and intends to investigate 1,150 to 1,200 fire services annually, allowing the entire inventory to be assessed on a three-year rotating cycle. The investigations will identify potential leakage, unauthorized water consumption, unauthorized connections, and deficiencies related to fire service systems. Field investigations shall be conducted from the exterior of properties using a City-provided inspection checklist and include leak detection, flow monitoring, visual inspection, documentation, and reporting. Vendors must be able to leave overnight monitoring devices for a minimum of seven days to determine water usage. The contract term is one year from the City Manager's execution date or expenditure of funding, whichever comes first, with options to renew for up to four additional one-year terms by mutual agreement.

Pricing proposals must include cost per standard fire line investigation for a minimum of seven days, additional monitoring fees per day beyond seven days, report and supplemental documentation fees, and hourly technician rates for additional services. Vendor qualifications must include a minimum of five years' experience investigating commercial fire systems, experience performing leak detection and water loss investigations, three references from similar-sized water utilities, and field personnel with a minimum of two years' experience in water loss investigations. Proposals will be evaluated on experience and qualifications (25 points), technical approach and methodology (25 points), equipment and technology (15 points), reporting quality and data deliverables (15 points), and cost proposal (20 points). The solicitation is exempt from the Small Business Program Ordinance under the professional services exemption per Texas Government Code Chapter 2254. Submission requirements include an electronic PDF copy containing a sample inspection report, equipment inventory list, technical approach, completed pricing proposal, experience and references, and insurance certificates.

REQUEST FOR PROPOSALS

THE FORT WORTH WATER DEPARTMENT

FIRE LINE INSPECTIONS

1.0 INTENT

The City of Fort Worth (City) seeks to establish non-exclusive contracts with qualified vendors to perform annual investigations of approximately one-third of the City's private fire service connections. The City currently maintains approximately 3,600 fire service connections and intends to investigate approximately 1,150 to 1,200 fire services each year, allowing the entire inventory to be assessed on a three-year rotating cycle.

The purpose of these investigations is to identify potential leakage, unauthorized water consumption, unauthorized connections, and deficiencies related to fire service systems. The resulting information will assist the City in protecting the public water system, reducing water loss, improving the accuracy of customer records, and ensuring the integrity of private fire service connections.

These specifications establish the minimum requirements for vendors to perform fire service investigations and provide the City with accurate, consistent, and actionable information to support its water loss control and cross-connection control programs.
