About this opportunity
Cuyahoga County Department of Public Works is requesting qualifications for a Regional Shared Mobility Coordinated Communications and Community Engagement Campaign with responses due July 28, 2026 at 1:00 p.m., and a pre-qualifications conference scheduled for July 14, 2026 at 11:00 a.m. via teleconference.
The campaign supports the county's regional e-bike and e-scooter sharing program operating across Cleveland and inner-ring municipalities including Cleveland Heights, University Heights, and South Euclid. The selected firm will develop and execute a comprehensive communications strategy addressing rider safety, parking expectations, and public understanding of program goals. Deliverables include project planning and strategy development, content creation, branding, community engagement through street team deployments at public events, and monitoring and evaluation activities. The campaign will incorporate both user-facing and driver-facing messaging components.
Minimum qualifications require Ohio Department of Transportation prequalification for environmental services. The evaluation criteria weight firm experience with relevant projects over the past ten years at 20 points; available staff experience including project manager, lead communications, and public involvement roles (with resumes covering the past five years) at 40 points; and project methodology and approach at 40 points, for a total of 100 evaluation points. The County reserves the right to interview top-ranked consultants prior to final selection.
Firms are encouraged to form collaborative teams with expertise in transportation planning, communications, marketing, community engagement, and project management. Responses must be submitted as a single PDF to the Cuyahoga County Supplier Portal System or directly to Adrienne Simons, Senior Project Manager, at asimons@cuyahogacounty.gov, with specified page-count limits per section. Insurance requirements include minimum $2 million commercial general liability, $1 million business automobile liability, and professional liability coverage. The County owns all deliverables. Contract term and funding details are not specified. No diversity goals have been established.
