This is a federally-assisted construction project subject to Davis-Bacon prevailing wage compliance, American Iron and Steel requirements, and Build America, Buy America Act mandates for domestic material production.
The scope encompasses installation of approximately 16,122 linear feet of PVC water mains in 4-inch, 6-inch, and 8-inch diameters, 338 linear feet of 8-inch HDPE water main, fire hydrants, air release valves, blow-off assemblies, joint restraints, and service line installations; removal of existing AC and galvanized water mains; site restoration including sidewalks, driveways, roads, and landscaping; and pre- and post-construction video documentation. The successful contractor must achieve substantial completion within 330 consecutive calendar days of Notice to Proceed and final completion within 30 days thereafter.
The engineer's cost estimate is $9.36 million. Bidders must submit a bid security bond equal to 5 percent of the total bid price and, upon award, provide performance and payment bonds equaling 100 percent of the contract amount. Liquidated damages are assessed for failure to meet completion deadlines, ranging from $1,685 per calendar day for contracts valued $300,000 to $2 million. Written questions are due July 23, 2026, before 2:00 p.m. Public bid opening and announcement of bid totals will occur on August 6, 2026, at 2:30 p.m., with City Commission approval anticipated on September 14, 2026.
