About this opportunity

Eastern Municipal Water District is requesting bids on secondary clarifier mechanism and accessory replacement at Perris Valley Regional Water Reclamation Facility in Perris, California, with bids due August 13, 2026 and a mandatory pre-bid walk-through on July 23. The District has shortlisted two secondary clarifier mechanism manufacturers and will furnish approved shop drawings from both; bidders must use these drawings without substitution and procure equipment accordingly—a sole-source constraint that eliminates manufacturer choice.

The scope includes removal and replacement of spiral scrapers, center columns, feedwells, floor baffles, bridges, scum troughs, scum baffles, scum weirs, Stamford baffles, and electrical and control elements within clarifiers 5, 6, and 8; rehabilitation of concrete foundations around center columns; new Return Activated Sludge sump installation; concrete surface rehabilitation; effluent trough coating; utility water piping replacement; sluice gate and stop gate replacement; and miscellaneous improvements. The bid consists of 12 line items with mobilization preset at $750,000 and an unforeseen conditions allowance of $300,000 time and materials.

Bidders must hold a California State Classification A General Engineering Contractor license at time of bid and award and demonstrate eight years of experience with at least three similar public works projects valued at $5 million or greater involving wastewater treatment plant processes. Prevailing wage applies under California Labor Code; contractors and subcontractors must register with the Department of Industrial Relations and provide certified payroll records. A bid bond of not less than 10 percent of total contract price is required; performance and payment bonds of 100 percent each are required upon award. The contract term is 730 calendar days from notice of acceptance. Electronic bids must be submitted through the District's PlanetBids portal. Iran Contracting Act Certification is required for bids of $1 million or more; Economic Sanctions Compliance Certification is required for $5 million or more. Pre-bid RSVP is due July 22 at 12:00 p.m.
