About this opportunity

Eastern Municipal Water District (EMWD) in Riverside County is requesting bids for construction of the San Jacinto Valley Advanced Water Purification Facility (SJVAWPF) and Brine Ponds under Specification No. 1472W, Project #25-000427, with bids due October 20, 2026 at 10:00 a.m. and a mandatory pre-bid walk-through on September 2, 2026 at 9:00 a.m. at 770 N Sanderson Avenue, San Jacinto, California. Only five prequalified general contractors and four prequalified electrical subcontractors are eligible to bid — a restrictive eligibility gate.

The scope encompasses site grading, clearing, rough and finish grading, material import/export, vegetation removal, temporary fencing, AC paving, drainage and stormwater management, landscaping and irrigation, and SWPPP implementation; a multi-functional process building with reinforced concrete foundation, equipment tank foundations, exterior and interior walls, roof structures, HVAC systems, doors, windows, and finish work; and mechanical systems including vertical turbine influent pumps, ultrafiltration autostainers and racks, combined CIP acid and base tanks, three-stage primary and one-stage secondary reverse osmosis systems, product water pumps, yard and process piping, electrical and instrumentation work, and brine pond construction with liners and evaporators. Contractors must hold California Classification A General Engineering Contractor license and Department of Industrial Relations registration. Prevailing wage requirements under California Labor Code and Davis-Bacon labor rates apply.

The contract term is 1,095 calendar days from notice of acceptance. SJVAWPF mobilization pricing is preset at $6,047,400 with a $200,000 unforeseen conditions allowance; Schedule B Brine Ponds mobilization is preset at $1,435,150 with a $100,000 unforeseen conditions allowance. Bidders must submit bid security equal to 10% of total contract price as a certified check or surety bond; the successful bidder must execute performance and payment bonds each equal to 100% of contract amount. The project is funded through California's Clean Water State Revolving Fund, Water Recycling Funding Program, and the federal Bureau of Reclamation's Title XVI Program. Electronic submission is required through EMWD's Procurement Portal. Contractors must obtain earthquake insurance and provide certified payroll records to the Labor Commissioner and the District.
