About this opportunity
The City of Boston is requesting proposals for the purchase of 71 passenger school buses equipped with internal combustion engines under RFP 17915, with proposals due September 29, 2026 at 5:00 p.m. EDT via Boston's Supplier Portal or hard copy submission; electronic submission is strongly preferred and PDF files must be text-recognizable rather than photocopies.
The buses must accommodate 71 students with appropriate seating space and weight capacity. Boston operates approximately 750 school buses total and is committed to fleet electrification by 2030 but is procuring internal combustion engine buses to maintain reliable service while managing an aging fleet and reduced federal funding.
The not-to-exceed budget is $4.125 million, with funding drawn from the City's annual local school bus budget and potential State and federal grants. Delivery is due October 4, 2026, with 33 buses delivered to BPS Administrative Offices at the Main Bolling Municipal Building, 2300 Washington Street, Boston, Massachusetts.
The City will evaluate technical and price proposals separately prior to award. Bidders must comply with all City of Boston Standard Contract General Conditions, including provisions on performance, insurance, non-discrimination, prevailing wage compliance, CORI policy standards, and debarment certifications.
Questions are due September 15, 2026 at 5:00 p.m. EDT. A Q&A conference call is scheduled for September 11, 2026 at 1:00 p.m. EDT via Zoom, with consolidated Q&A responses posted by September 22, 2026 at 3:00 p.m. EDT. Vendor demonstrations are scheduled for October 6–8, 2026, and the contractor is expected to be selected by October 23, 2026 at 3:00 p.m. EDT.
Opportunity text
The City of Boston (Boston) seeks to procure school buses with seating space and weight capacity for 71 students, equipped with internal combustion engines. Boston owns ~750 school buses. We are committed to electrification by 2030 to improve the health and safety of our city¿s students, residents, and workforce but due to an aging fleet and cuts in federal funding we are seeking proposals for buses equipped with internal combustion engines in order to be able to maintain reliable bus service for students. Boston intends to procure these buses, using various potential future pools of funds including its annual, local City budget for school buses, and State and federal grants, up to a not-to-exceed value of $4,125,000. We look forward to receiving your proposal.
