About this opportunity
The City of Fort Lauderdale is requesting bids for emergency and scheduled pumping services for water, wastewater, stormwater, and related debris removal from municipal facilities under an Invitation to Bid (ITB), with bids due July 24, 2026. The City intends to award multiple contracts.
Bidders must hold a current, active Waste Transporter License with Broward County and demonstrate prior performance of similar pumping and transportation services for at least two utility departments within the past two years, with a minimum of 150,000 gallons of wastewater transported annually. These are hard eligibility filters.
The scope covers removal, transport, and discharge of water, wastewater (including raw sewage), stormwater, biosolids, debris, sand, grit, and grease from pump stations, manholes, wet wells, pipe break locations, and other City-owned facilities. Services are classified as unscheduled (requiring response within one hour of notification, available 24 hours per day, 7 days per week, 365 days per year) or scheduled (as directed by the City). Work may occur in right-of-way or on private property. The contractor must provide a minimum fleet of four trucks in any combination of medium-capacity tankers (3,000–5,000 gallons) or high-capacity tankers (7,000+ gallons); all trucks must be properly insured, licensed, decaled, and permitted, with equipment and costs borne by the contractor.
Pricing is quoted as hourly rates per truck for hauling and dumping, with separate rates for day (7:00 a.m.–4:00 p.m.), evening (4:01 p.m.–6:59 a.m.), and weekend/holiday periods. All costs—equipment, labor, travel, and disposal—must be included in the bid with no additional charges. Dumping fees at the Broward County Septage Receiving Facility are reimbursed at actual cost with no markup. The City estimates annual usage hours per line item for evaluation purposes only; no guaranteed minimum or maximum quantities apply.
The initial contract term is one year from award, with four optional one-year extensions if both parties agree and terms remain unchanged. Payment is made monthly within 45 days of invoice receipt via Procurement Card (MasterCard or Visa). Prices must remain valid for 120 days from ITB opening. Bids are submitted electronically through the City's online strategic sourcing platform; paper submissions are not accepted.
