About this opportunity
The City of Newport News, Virginia is requesting bids on the replacement of the control room enclosure at Sanitary Sewer Pump Station 009 under IFB 27-1053-6256, with bids due August 18, 2026 at 2:00 p.m. via the City's e-Procurement Portal and questions due July 30, 2026 at 1:00 p.m.
The scope encompasses fourteen line items: mobilization and demobilization, temporary erosion control (silt fence and inlet protection), bypass pumping operations (less than 2 MGD), demolition of temporary electrical service and vault infrastructure, procurement and installation of a pre-engineered building, HVAC and ventilation systems, electrical and instrumentation work, control panel installation, wet well cleaning with spall repairs and protective coating, emergency bypass relocation, guardrail replacement and extension, concrete bollard installation, and concrete driveway replacement. The pump station was damaged by vehicle impact and subsequently demolished to the base slab; this project will rehabilitate the wet well and extend the facility's useful life for sanitary sewer conveyance to Hampton Roads Sanitation District.
Contractors must hold appropriate Virginia state licenses (Class A, B, or C depending on contract value) and provide proof of adequate liability insurance prior to commencing work. All work must comply with the Hampton Roads Planning District Commission Regional Construction Standards, Sixth Edition, as modified by Newport News City standards. Bidders must provide a 5% bid bond and maintain 100% performance and payment bonds.
The City encourages subcontracting opportunities with Small Business Enterprise, Women-Owned Business Enterprise, Minority-Owned Business Enterprise, and Disadvantaged Business Enterprise firms to the greatest extent practicable. The project allows 335 days for substantial completion and 30 days for final completion, with liquidated damages of $1,250 per calendar day for substantial-completion delays and $625 per calendar day for final-completion delays. Award will be made to the lowest responsive and responsible bidder. Contractors must use the City's Project and Contract Management System (Projectmates) for invoicing and change order submissions and report subcontractor payment information with each invoice.
