About this opportunity

The Pennsylvania State Police is requesting bids on shoulder patches under IFB 6100066080, with bids due August 13, 2026 and questions due August 6 at 11:00 a.m. The procurement carries three mandatory compliance certifications: the Reciprocal Limitations Requirement Act form (GSPUR-89), Worker Protection and Investment Act form (BOP-2201), and Anti-Sweatshop Certification form (BOP-1302), all of which must accompany the bid submission. Pennsylvania's reciprocal preferences apply, reducing in-state and Pennsylvania-manufactured bids by the percentage preferences extended to Pennsylvania bidders by other states, with reductions ranging from 1 percent to 15 percent depending on product category and state of origin.

The scope requires shoulder patches fabricated from 65/35 polyester/cotton twill at 7–1/4 oz/yd², embroidered with Department of Defense Standard Color yarns at a minimum of 9,600 stitches per patch, finished with a polyvinylchloride or polyethylene film backing of at least six mils, and designed to withstand commercial laundering and dry cleaning. Bidders must submit one sample patch postage-prepaid to RA-SPPSPBIDS@PA.GOV no later than the bid opening date; sample shipping costs are the bidder's responsibility. The Anti-Sweatshop Certification mandates that all manufacturing and laundering facilities comply with Poverty Threshold wage standards and International Labor Organization labor standards, or that a union collective bargaining agreement is in effect. Bidders must disclose all manufacturing facilities, including subcontractors and affiliates, and allow Commonwealth representatives reasonable facility access for verification.

The contract is an Established Price Contract. Upon receipt of a notice to proceed, the awarded vendor must deliver the complete order quantity within 30 calendar days to PSP Central Supply Warehouse, 101A South 38th Street, Harrisburg, Pennsylvania. The Commonwealth retains the right to conduct separate competitive procurements if deemed in its best interest and reserves all warranty and quality-control replacement obligations within 30 calendar days of notification of nonconforming products. All bids must be submitted electronically through the PA Supplier Portal; vendor registration is required. Bidders must monitor the DGS eMarketplace website for change notices that become incorporated into the bid.
