About this opportunity
The Pennsylvania State Police Bureau of Patrol is requesting bids on vehicle crash data tool kits and associated software under IFB 6100066577, with bids due September 21, 2026 and questions due September 14, 2026. This is a no-substitute solicitation — alternative products will not be accepted.
The scope comprises two single-source items: one Crash Data Group GIT Hyundai EDR 2.0 Tool Kit with software and one Crash Data Group GIT Kia EDR 2.0 Tool Kit with software. Offerors who are not the original manufacturer must submit a Manufacturers Authorization Letter referencing the IFB. Delivery is required in one shipment to the PSP Central Supply Warehouse at 101 A South 38th Street, Harrisburg, Pennsylvania.
Pennsylvania's Reciprocal Limitations Act applies to all bids exceeding $10,000. Bidders must disclose the state of manufacture for all items and provide residency information. Pennsylvania resident bidders claiming preferences must provide documentation of bona fide Pennsylvania establishment and, for corporations and partnerships, evidence of proper registration or incorporation under Pennsylvania law. Pennsylvania extends preferences equivalent to those applied by the bidder's home state, with preference percentages ranging from 2% to 10% depending on state and product category. Failure to provide manufacturer and state-of-manufacture information within two business days of notification results in bid rejection.
All bids must be submitted electronically through the PA Supplier Portal at www.pasupplierportal.state.pa.us. Vendors must be registered on the portal prior to submission and must upload the completed Reciprocal Limitations Requirements Act form GSPUR-89 and Worker Protection and Investment Certification Form BOP-2201 with their bid responses. The BOP-2201 certifies compliance with Pennsylvania labor and workplace safety laws; false certifications result in contract termination and three-year ineligibility to bid on Commonwealth contracts. All bidders are responsible for monitoring the DGS eMarketplace website for change notices, which become incorporated into solicitation terms.
