About this opportunity

The Philadelphia Department of Public Health is requesting proposals for a leadership development program to strengthen administrative and managerial capacity, with proposals due October 2, 2026 and applicant questions due September 14, 2026. Local Business Entity (LBE) certification and Local Impact status are positive evaluation factors; LBE certification requires filing a Business Income and Receipts Tax return with the City for the preceding 12 months, maintaining a valid Commercial Activity License and necessary permits for the preceding 18 months, continuously occupying and staffing an office within Philadelphia, and meeting specified principal-place-of-business or employee-residency thresholds, while Local Impact status permits certification that the applicant will employ City residents and perform contract work within the City.

The scope comprises a two-hour program orientation, five full-day in-person core leadership workshops, two additional half-day equivalent workshops completing a seven-workshop curriculum, one two-hour capstone session, twenty LPI 360 assessments with debriefing, twenty What's My Communication Style assessments, one hundred total hours of one-on-one executive coaching at five hours per participant for twenty participants, participant workbooks with access to self-paced refresher courses, completion certificates, and ongoing administrative coordination.

The contract is fixed-price with compensation not to exceed $90,000 over a one-year term from November 2, 2026, to November 1, 2027. The City retains the option to amend the contract to add up to three additional one-year terms contingent upon appropriation of funds. Travel costs are reimbursable only if approved by the Department and in accordance with City policies; commuting costs are not reimbursable. Applicants must submit electronically through eContract Philly a complete application including company profile, proposed scope of work limited to five pages, cost proposal with line-item breakdown, project personnel qualifications, references, and financial capacity statements. Applicant selection is scheduled for October 9, 2026, with contract execution and work commencement on November 2, 2026. Invoices are submitted after November 2, 2026, with final invoices due within twenty days of contract termination. The contract is subject to Philadelphia's 21st Century Minimum Wage and Benefits Standard, non-discrimination provisions, limited English proficiency accommodations, and five-year record retention requirements.
