About this opportunity

The South Carolina Department of Natural Resources has issued an Invitation for Bid (IFB) solicitation for the provision and delivery of crusher-run granite stone materials to support road maintenance at the Jocassee Gorges boundary in Richland County. The procurement seeks qualified contractors to deliver 2,000 tons of 1-2" crusher-run granite stone (ABC material) with tailgate spreading on property roads spanning 0 to 12 miles. Contractors must commit to a minimum delivery capacity of 100 tons per daily order with fulfillment within 48 hours of the requested delivery date, and all deliveries must be completed by June 16, 2026. The contract term is anticipated to run from April 27, 2026, through June 16, 2026. Sealed bids must be submitted by April 24, 2026, at 10:00 AM EST to the SCDNR Procurement Services office at 260 D Epting Lane, West Columbia, SC 29172, with prospective bidder questions due by April 10, 2026, at 12:00 PM EST. Award notification will be posted on April 10, 2026, at 10:00 AM EST at www.procurement.sc.gov. Pricing must be submitted as a unit price per ton for the entire 2,000-ton line item, and award will be made to the lowest responsible and responsive bidder. The contractor must maintain Commercial General Liability insurance with limits of at least $1,000,000 per occurrence, Auto Liability coverage of $1,000,000 per accident, and Workers' Compensation insurance as required by South Carolina law, with delivery on an F.O.B. Destination basis and all risk of loss assumed by the contractor.

Bidders may claim applicable South Carolina preferences, including resident vendor preference, resident contractor preference, resident subcontractor preference (at 2% or 4% discounts), SC end-product preference, or US end-product preference, provided they meet statutory requirements and properly document their claims. Vendor registration with the state is mandatory, and all offers must comply with South Carolina procurement regulations, including certifications regarding independent price determination, debarment status, ethics compliance, and illegal immigration provisions. While no pre-bid conference or mandatory site visit is required, vendors are strongly encouraged to visit the job sites to familiarize themselves with the challenging mountain road conditions prior to submitting bids. The solicitation does not identify any incumbent vendors or current contractors, nor does it specify a budget range or award value. Bidders should account for the intermittent nature of gravel delivery, which will vary depending on weather conditions, when formulating their pricing proposals.
