About this opportunity

Larimer County, Colorado, in cooperation with the Colorado Energy and Carbon Management Commission, is requesting proposals to plug and decommission 50 orphaned oil wells in central Larimer County and portions of Fort Collins under a Professional Services Agreement, with proposals due September 14, 2026 at 2:00 PM. The Keep Jobs in Colorado Act requires 80 percent Colorado labor on this public works project — a mandatory eligibility constraint.

Proposers must become a Registered Operator with the ECMC and comply with all applicable Colorado oil and gas regulations. The scope includes well capping, decommissioning and removal of production equipment, abandonment of onsite flowlines, and removal of debris from each location. Pricing must be comprehensive, covering mobilization, demobilization, labor, equipment, insurance, and waste disposal costs on Attachment B.

The contract term is one year from execution, with the county retaining the option to extend for up to four additional one-year terms at its sole discretion, provided satisfactory service is delivered and both parties agree in writing. The project is funded through the Colorado Orphaned Wells Mitigation Enterprise, an industry-funded program. Required insurance includes Workers' Compensation (statutory); Commercial General Liability ($5 million per occurrence and aggregate); Automobile Liability ($5 million combined single limit); and Pollution/Environmental Liability ($5 million).

Evaluation is weighted: price (40 points), experience and qualifications (35 points), ability to perform timely (15 points), safety plan and quality control (5 points), and proposal adequacy and completeness (5 points). Invoices are paid within 30 days of receipt and satisfactory acceptance. A pre-proposal conference via Zoom is scheduled for August 27, 2026 at 10:00 AM Mountain Time. Questions are due September 2, 2026 at 10:00 AM. All proposals must be submitted electronically through the BidNet portal. Contact: Les Brown, Purchasing Agent, 970-498-5954 or brownxld@co.larimer.co.us.
