About this opportunity
The Riviera Beach Community Redevelopment Agency (RBCRA) is requesting proposals for professional property and operations management services for CRA-owned restaurant incubator facilities and tenant-occupied restaurant locations, with proposals due July 23, 2026 at 2:00 PM EST via BidNet. A local-vendor preference applies to proposers with a permanent physical business location within Riviera Beach for at least 12 months prior to solicitation publication, provided the preference does not result in the City paying more than $25,000 above the non-local vendor's proposal.
The scope encompasses day-to-day facility management, lease and tenant management, restaurant operator coordination, rent collection and financial management, facility operations and maintenance, regulatory and operational compliance, vendor management, activation and programming support, risk management, and reporting. The selected firm will serve as the CRA's representative but will not operate the restaurant itself. Required qualifications include a Florida Certificate of Good Standing and Florida Real Estate Broker License. Preferred designations are Certified Property Manager, Accredited Commercial Manager, Real Property Administrator, or Certified Commercial Investment Member.
The initial contract term is three years with two optional one-year renewal periods, subject to satisfactory performance and CRA needs. The contractor must maintain comprehensive insurance coverage including $1,000,000 commercial general liability, $1,000,000 business automobile liability, and $1,000,000 cyber liability, with the City named as additional insured.
Evaluation criteria are weighted as follows: complete and responsive proposal forms (pass/fail), firm experience and qualifications (35 percent), key personnel qualifications and experience (30 percent), project approach and understanding (25 percent), and local vendor preference (5 percent). Pricing represents only 5 percent of the evaluation score and must be submitted on a separate Cost Proposal Form as all-inclusive costs for the full contract term including renewal options. Questions are due July 2, 2026 at 5:00 PM. An electronic proposal opening will be conducted via Microsoft Teams.
