About this opportunity

The City of Delray Beach is requesting qualifications for professional engineering services to develop a comprehensive Stormwater Master Plan, an RFQ due August 19, 2026 at 2:00 PM Eastern, with questions due August 3. The project is partially funded through federal FEMA funds via the Florida Department of Emergency Management's Hazard Mitigation Grant Program, requiring proposers to name the City and FDEM as additional insured parties.

The selected consultant will review prior stormwater master plan studies (original 1993, 2000 revision, 2018 update), conduct field surveys, develop stormwater hydrologic and hydraulic models, prepare a comprehensive plan with capital improvement recommendations over a 20-year planning horizon, and lead public outreach efforts. The scope expands from the 2018 update's focus on coastal areas to incorporate the entire city, addressing aging infrastructure and climate change impacts.

Proposers must hold current Florida engineering licensure, submit Standard Form 330, maintain Florida business registration, and comply with federal and state regulatory requirements including E-Verify participation and debarment verification. Minimum qualifications require at least ten years of experience in stormwater master planning, stormwater modeling, and municipal government projects, with specific experience in Florida and Palm Beach County preferred. Professional liability insurance of $5 million per claim and $5 million aggregate is mandatory; pollution liability of $1 million per occurrence and $2 million aggregate; and umbrella liability of $5 million per occurrence and aggregate are required.

The evaluation committee will score proposals on experience (25 points), methodology and work plan (50 points), and organizational structure and capacity (25 points). Award will be made to the highest-ranked proposer with whom the City can negotiate an acceptable agreement. Contract term extends from the effective date through completion of work and full acceptance by the City, with a possible automatic extension of up to 180 calendar days. Compensation will be determined through negotiation based on a pricing schedule to be agreed upon and incorporated into the final agreement. No pre-proposal conference or site visit will be held. Proposals must be submitted electronically through BidNet Direct.

Opportunity text

The City of Delray Beach is in Palm Beach County, FL. The Citys Stormwater Master Plan was originally created in 1993 by Mock Roos & Associates, Inc. A revision was completed in 2000 by Kimley Horn & Associates, Inc., and the most recent update in 2018, produced by A.D.A. Engineering, Inc. included recommendations for improvements needed in the Citys drainage system. Those recommendations were identified as the problem areas and were mostly focused on coastal areas. The City of Delray Beach would like to expand the previously examined areas to incorporate the entire city into this version of the Stormwater Master Plan. This project is partially funded with federal FEMA funds through the Florida Department of Emergency Managements (FDEM) Hazard Mitigation Grant Program. The City will not hold a Pre-Proposal Conference. It is the responsibility of the Proposer to ensure all pages are included in the submission. All Proposers are advised to closely examine the solicitation package. The City of Delray Beach reserves the right to accept or reject any or all Proposals, in whole or in part, with or without cause, to waive any irregularities and/or technicalities, and to award the contract on such coverage and terms it deems will best serve the interests of the City. This term of this Agreement shall be from the effective date through the completion of work and full acceptance by the City or insert date, unless terminated earlier in accordance with terms set forth in the solicitation.
