About this file

This is a Request for Qualifications (RFQ) issued by the City of Delray Beach, Florida, for professional engineering services to develop a comprehensive Stormwater Master Plan. The City seeks to update its existing stormwater infrastructure plan, which was last revised in 2018, to expand coverage from coastal areas to incorporate the entire city and address aging infrastructure, climate change impacts, and development needs over a 20-year planning horizon. The selected consultant will perform five primary services: review prior stormwater master plan studies, conduct field surveys, develop stormwater hydrologic and hydraulic models, prepare the comprehensive plan with capital improvement recommendations, and lead public outreach efforts. Proposals must be submitted electronically through BidNet Direct by August 19, 2026, at 2:00 PM Eastern Standard Time. No pre-proposal conference or site visit will be held. The deadline for submission of questions is August 3, 2026, at 5:00 PM. Technical evaluations, interviews, and final evaluations will be conducted at dates and locations to be determined. Award will be made to the highest-ranked proposer with whom the City can negotiate an acceptable agreement, with contract negotiations potentially extending to subsequent ranked proposers if negotiations fail. The contract term extends from the effective date through completion of work and full acceptance by the City, with a possible automatic extension of up to 180 calendar days if needed during the solicitation of a new agreement.

The RFQ does not specify fixed pricing; rather, compensation will be determined through negotiation based on a pricing schedule to be agreed upon and incorporated into the final agreement. Proposers must meet minimum qualifications including current Florida engineering licensure, Standard Form 330 submission, Florida business registration, and compliance with numerous federal and state regulatory requirements including E-Verify participation, debarment status verification, and affirmations regarding foreign country interests and boycott activities. The project is partially funded through federal FEMA funds via the Florida Department of Emergency Management's Hazard Mitigation Grant Program, requiring proposers to name the City and FDEM as additional insured parties on insurance policies. Extensive insurance coverage is mandated, including professional liability of $5 million per claim and $5 million aggregate, pollution liability of $1 million per occurrence/$2 million aggregate, and umbrella liability of $5 million per occurrence and aggregate. Proposers must demonstrate at least ten years of experience in stormwater master planning, stormwater modeling, and municipal government projects, with specific experience in Florida and Palm Beach County preferred. The evaluation committee will score proposals on experience (25 points), methodology and work plan (50 points), and organizational structure and capacity (25 points), with oral presentations possible for highly-ranked candidates.

END OF SECTION 2

SECTION 3: SCOPE OF SERVICES

3.1 PROJECT HISTORY AND BACKGROUND

The City of Delray Beach is in Palm Beach County, FL. The City’s Stormwater Master Plan was originally created in 1993 by Mock Roos & Associates, Inc. A revision was completed in 2000 by Kimley Horn & Associates, Inc., and the most recent update in 2018, produced by A.D.A. Engineering, Inc. included recommendations for improvements needed in the City’s drainage system. Those recommendations were identified as the “problem areas” and were mostly focused on coastal areas.

The City of Delray Beach would like to expand the previously examined areas to incorporate the entire city into this version of the Stormwater Master Plan.

This project is partially funded with federal FEMA funds through the Florida Department of Emergency Management’s (FDEM) Hazard Mitigation Grant Program.

3.2 SUMMARY OF WORK

The selected Proposer (hereinafter in this Scope referred to as consultant) shall provide engineering services to complete the Stormwater Master Plan.

The City of Delray Beach is seeking qualified and experienced consulting firms to develop a comprehensive Stormwater Master Plan (SWMP) that will guide the City’s stormwater management, flood mitigation, and infrastructure investment strategies for the next 20 years. As a coastal community facing increasing development projects, aging infrastructure, and the growing impacts of climate change, Delray Beach requires a forward‑looking, data‑driven plan that increases system performance, protects public safety, and supports long‑term community resilience while in compliance with our ordinances and the Palm Beach County’s National Pollutant Discharge Elimination System (NPDES) permit.

The Stormwater Master Plan will serve as the City’s primary framework for assessing the condition and capacity of the existing stormwater system, identifying vulnerabilities, and prioritizing future Capital Improvement Projects. The selected consultant will evaluate current drainage infrastructure, develop updated hydrologic and hydraulic models, review water‑quality performance, and appraise risks related to sea‑level rise, tidal flooding, and extreme rainfall. The plan will also include a clear and actionable Capital Improvement Program (CIP) with cost estimates, phasing recommendations, and proposed regulatory, operational, and policy updates.

This effort is central to the City’s commitment to responsible infrastructure planning, environmental resources management, and community resilience. The resulting Stormwater Master Plan will support informed decision‑making, strengthen the City’s ability to pursue state and federal funding, and ensure that Delray Beach remains a safe, vibrant, and sustainable coastal community.

The consultant will support the City’s outreach efforts by preparing clear materials and participating in meetings with staff, officials, partner agencies, and the public to communicate project findings and gather input for the Stormwater Master Plan.
