About this opportunity

The City of Baltimore Office of Engineering and Construction is soliciting proposals for program management services for the city's water main replacement program under RFP Project 1427, with proposals due July 31, 2026. The procurement carries mandatory MBE and WBE participation goals of 30% and 15%, respectively, with all participating MBE and WBE firms requiring city certification prior to proposal submission, and the city's Local Hiring Law applies to this contract as it exceeds $300,000.

The scope encompasses planning, prioritization, budgeting, and scheduling using Primavera P6; design and construction coordination; GIS support; stakeholder engagement; and technical assistance for water main replacement and rehabilitation projects. The selected firm must demonstrate capacity to manage design work for 15 to 20 miles of water main projects annually and provide in-house engineering support including field investigations, utility assessments, design studies, construction document preparation, permitting coordination, and procurement support.

The maximum contract value is $6 million over an initial three-year term, with a city option to extend for an additional two-year term. One qualified engineering firm will be selected. All responding firms must obtain prequalification from the Office of Boards and Commissions prior to submittal. Respondents must submit one original and five paper copies of the Standard Federal Form 255 along with prequalification certificates to the Office of Boards and Commissions at 4 South Frederick Street, Baltimore, Maryland 21202; email submissions will not be accepted.
