About this opportunity
Wake Technical Community College is requesting qualifications for a Professional Commissioning Agent to provide LEED and Green Globes commissioning services for the renovation of two existing buildings on the RTP campus in North Carolina, with statements of qualifications due October 5, 2026 at 2:00 p.m. The college encourages participation by Small Business Enterprise (SBE) firms and will evaluate proposed work methodologies including support for SBE firm development.
The scope encompasses commissioning of a renovated clean room to accommodate a real-world aseptic lab, a plant sciences lab for a Biotech Capstone degree program, wood slat ceiling replacements, student services office rework, and science lab upgrades. Site work includes a new surface lot for industry parking and infrastructure for a grant-funded greenhouse. Bidders must perform building system commissioning and site work verification to ensure all systems operate according to design specifications.
Minimum qualifications include North Carolina state licensure, recognized commissioning certifications (CxA, BCxP, QCxP/QCP, CBCP, or NEBB CxCP), and Professional Liability Insurance with limits to be determined prior to contract award. The successful firm will enter into a fixed-fee contract utilizing Wake Technical Community College's Professional Services Agreement; fee information is not requested and will not be used in evaluation.
The total construction budget estimate is $7.9 million. The tentative schedule allocates two months for commissioning selection, eight to ten months for design, and twelve to fourteen months for construction. Evaluation criteria include corporate profile suitability, proposed team capacity and experience, past performance record with emphasis on similar projects and Green Globes design experience, and proposed work methodologies and coordination strategies. Statements of qualifications are limited to fifteen pages (8" x 11"), excluding transmittal letter, title page, and table of contents, submitted as three hard copies and one electronic copy on USB drive to Sarah Burnette at Wake Technical Community College's Southern Wake Campus, Building T, Suite 201, Raleigh, North Carolina. Inquiries are due on or about September 21, 2026, to sburnette1@waketech.edu.
