About this file

This is an Addendum #1 to Bid #130-WTCC9228C issued by Wake Technical Community College for the RTP Campus Renovations project in North Carolina. The addendum addresses two key clarifications requested by prospective bidders for the Professional Commissioning Agent position. The project involves commissioning services for the renovation of two existing buildings on the RTP campus, including a renovated clean room for an aseptic lab, a plant sciences lab for the Biotech Capstone degree program, wood slat ceiling replacements, student services office rework, science lab upgrades, a new surface lot for industry parking, and greenhouse infrastructure. The total construction budget estimate is $7.9 million, with a tentative schedule allocating two months for commissioning selection, eight to ten months for design, and twelve to fourteen months for construction. Statements of qualifications are due October 5, 2026, at 2:00 p.m., submitted as three hard copies and one electronic copy on USB drive to Sarah Burnette at Wake Technical Community College's Southern Wake Campus, Building T, Suite 201, Raleigh, North Carolina.

The addendum clarifies that the Commissioning Agent's role regarding telecommunications systems wiring includes reviewing and verifying acceptance testing of fiber, data, and voice cabling in accordance with Wake Tech Owner and IT requirements, but does not require the CxA to independently perform cable certification testing. Additionally, the addendum corrects a numbering error in Section 5 (Experience and Past Performance, Paragraph D.3), confirming that Item 7 was omitted in error and that no additional qualification or requirement is associated with the missing item; firms should respond to requirements as written, with Item 8 (LEED v4 experience) following Item 6. The college encourages participation by Small Business Enterprise (SBE) firms and will evaluate proposed work methodologies including support for SBE firm development. Minimum qualifications include North Carolina state licensure, recognized commissioning certifications, and Professional Liability Insurance. The successful firm will enter into a fixed-fee contract utilizing Wake Technical Community College's Professional Services Agreement, with fee information not requested or used in evaluation.

Wake Tech Community College Bid#130-WTCC9228C Addendum #1

RTP Campus – RTP Campus Renovations Addendum #1

Questions submitted:

1. Within the Scope of Work, under 7. A. 2. Electrical, “Telecommunications Systems Wiring per the Owner’s requirements. Commissioning to include acceptance testing of all fiber, data, and voice cabling. Exact testing requirements will be available for review upon request.” Please clarify the exact requirements and scope of work needed.

· The Commissioning Agent should anticipate reviewing and verifying the acceptance testing of fiber, data, and voice cabling associated with the project in accordance with applicable Wake Tech Owner/IT requirements. This would include review of the applicable testing requirements and documentation, coordination with the installing contractor and Wake Tech, and verification that the required acceptance testing has been satisfactorily completed. The intent is not for the CxA to independently perform cable certification testing. Any additional project-specific requirements will be coordinated with Wake Tech IT and provided as they become available.

2. In Section 5 - Experience and Past Performance - Paragraph D3 - there is a numbered list detailing the experience of the Cx team. It goes 1, 2, 3, 4, 5, 6, 8 – please clarify whether “7” was intentionally skipped or if the list was misnumbered, so we can appropriately outline our submission.

· Regarding Section 5 – Experience and Past Performance, Paragraph D.3, the omission of Item 7 was a numbering error. There is no additional qualification or requirement associated with a missing Item 7. Firms should respond to the requirements as written, with Item 8 (LEED v4 experience) following Item 6..
