About this opportunity

San Jacinto River Authority (SJRA) is requesting qualifications-based responses for professional engineering consultant services to support flood management and flood mitigation initiatives, with statements of qualifications due July 30, 2026 at 11:00 AM CST via the Brazos Valley e-Marketplace System (Ionwave).

The Consultant must be a sole proprietorship, partnership, corporation, or other legal entity registered to do business in the State of Texas with considerable experience providing studies, modeling, grant application and management, and other services supporting flood mitigation projects and efforts. Work encompasses Harris County and multiple jurisdictions within Corpus Christi. SJRA intends to shortlist up to two firms, though reserves the right to shortlist a greater or lesser number as warranted; the top-ranked qualified firm will receive projects with estimated expenses exceeding $25,000, while all shortlisted firms are eligible for projects under $25,000 awarded based on demonstrated qualifications for the specific project.

Submission requirements include a Statement of Qualifications package, Certification and Acknowledgement Form, and Conflict of Interest Questionnaire, uploaded to Ionwave rather than submitted by email. A non-mandatory pre-submittal conference is scheduled for July 8, 2026 at 10:00 AM CST at the G&A Building in Conroe, Texas. Questions are due July 16, 2026 at 11:00 AM CST. Reviews of submissions, finalist interviews or presentations, and final shortlist notification are anticipated in August 2026. The RFQ does not specify contract pricing, funding amounts, or set-asides. Technical assistance regarding the submission system is available at support@ionwave.net or 866.277.2645.
