About this opportunity
The City of McKinney, Texas is requesting Statements of Qualifications from planning firms to develop a small area/corridor plan for State Highway 5 (McDonald Street), with responses due October 13, 2026 and a non-mandatory virtual pre-submittal conference on September 30.
The scope is a thoughtful and innovative small area/corridor plan covering approximately 2.5 miles from Harry McKillop Boulevard to University Drive (US 380), including existing conditions analysis, development feasibility analysis, and recommendations for land use, zoning, design, infrastructure, connectivity, and incentives. The McKinney Town Center occupies the central section of the plan area. Deliverables must be transferred in native format upon project conclusion. The successful firm must maintain Professional Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate, plus Commercial General Liability and other required coverages.
Evaluation is based on team qualifications and composition (55 points), understanding of the project (30 points), references from public sector agencies (10 points), and submittal completeness and conformance (5 points), totaling 100 points. Up to 25 additional points are available if oral interviews are conducted; the City reserves the right to request oral presentations from up to five qualified respondents before final selection. The RFQ does not request pricing information; cost will be solicited separately from qualified firms.
Respondents must provide a proposed project team with organizational chart, relevant experience from the past five years, and at least three professional references from public sector agencies with similar project experience. The interpretation deadline is October 2, 2026. Submittals are accepted electronically via the City's Bonfire procurement portal or by mail/hand delivery to City of McKinney Procurement Services, 401 E. Virginia Street, McKinney, Texas 75069. McKinney City Council approved TIRZ (Tax Increment Reinvestment Zone) funding for this project on December 16, 2025, with the expectation that redevelopment will increase future TIRZ funding. The City will execute its standard Professional Services Contract with the selected firm.
