Summary of RFQ No. 27-04RFQ
This is a Request for Qualifications (RFQ) issued by the City of McKinney, Texas, for professional planning services to develop a small area/corridor plan for State Highway 5 (SH 5, also known as McDonald Street). The City seeks experienced planning firms capable of producing a thoughtful and innovative small area plan with associated community engagement, existing conditions analysis, development feasibility analysis, and recommendations for land use, zoning, design, infrastructure, connectivity, and incentives. The plan area stretches approximately 2.5 miles from Harry McKillop Boulevard to University Drive (US 380), with the McKinney Town Center occupying the central section. The RFQ was issued on Friday, September 11, 2026, with a non-mandatory virtual pre-submittal conference scheduled for 2:00 p.m. CST on Wednesday, September 30, 2026. The interpretation deadline is 2:00 p.m. CST on Friday, October 2, 2026, and responses are due by 2:00 p.m. CST on Tuesday, October 13, 2026. Submittals may be delivered electronically via the City's Bonfire procurement portal or by mail/hand delivery to City of McKinney Procurement Services, 401 E. Virginia Street, McKinney, Texas 75069. The City reserves the right to request oral presentations from up to five qualified respondents before making a final selection.
The RFQ evaluation will be based on team qualifications and composition (55 points), understanding of the project (30 points), references from public sector agencies (10 points), and submittal completeness and conformance (5 points), for a maximum of 100 points, with up to 25 additional points available if oral interviews are conducted. Responses must not include pricing information, which will be solicited separately from qualified firms. McKinney City Council approved TIRZ (Tax Increment Reinvestment Zone) funding for this project on December 16, 2025, with the expectation that redevelopment on the corridor will increase future TIRZ funding. The successful consultant must maintain Professional Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, along with Commercial General Liability and other required coverages. The City will execute its standard Professional Services Contract with the selected firm, and all draft documentation produced must be transferred in native format upon project conclusion. Respondents must provide a proposed project team with organizational chart, relevant experience from the past five years, and at least three professional references from public sector agencies with similar project experience.

SECTION 2 - INTRODUCTION
2.1 BACKGROUND AND SPECIAL CONCERNS:
A. The City of McKinney, Texas (City) is seeking Statement of Qualifications (SOQ) from experienced planning firms who can demonstrate they have the resources, experience, and qualifications to produce a thoughtful and innovative small area plan and associated community engagement. The successful firm will specifically be engaged to complete a small area/corridor plan for a portion of State Highway 5 (SH 5, McDonald Street). This contract will include, but is not limited to: community engagement, existing conditions analysis, development feasibility analysis, development of land use (zoning), design, infrastructure, connectivity, and incentives recommendations. The scope may also include additional work that supports key implementation measures.
City: McKinney, the county seat of Collin County, is located approximately 30 miles north of Dallas, 15 miles north of Plano, 30 miles east of Denton, and 60 miles northeast of Fort Worth. McKinney was established in 1848 and has frequently been cited as one of the fastest growing cities in America in this century. Between 2000 to 2026, McKinney more than quadrupled its population, growing from a large town to one of the premier cities in the Dallas/Fort Worth Metroplex. As of January 1, 2026, the City of McKinney encompassed over 70 square miles and was home to an estimated 237,130 residents.
McKinney’s sustained growth can partly be attributed to its vibrant economy.
During the 2025 calendar year, the city permitted over $1.5 billion in new construction value. According to the U.S. Census Bureau, the median household income in McKinney (2025) was over $120,000, which is well above the State’s median household income of $78,000. Additionally, McKinney’s population has a comparatively high level of educational attainment. According to the Census Bureau, the percentage of residents 25 years old and over with a bachelor’s degree or higher in McKinney is approximately 52.6%, well above the State’s percentage of 35.2%.
The City has been consistently recognized as one of the best places to live and raise a family. Additionally, it’s regularly named one of the safest cities in Texas and the United States. McKinney’s picturesque downtown, often cited as one of North Texas’ hidden gems, serves as the community’s heartbeat and features a charming hometown character rooted in history.
Area Background: McKinney’s historic downtown was the historic center of business, government, special events, and community celebrations in the City, but with development of new highways and commercial corridors to the north and west, it fell into decline in the late 20th century. In the 1990s through the present day, the City has made substantial investments in capital improvements in and around the downtown in an effort to set the foundation for private investments.
These efforts have been largely successful and continue to this day as the private sector continues to see the downtown as a place to invest. Today, Historic Downtown McKinney features more than 200 locally owned shops, galleries, and restaurants.
City of McKinney, Texas – RFQ No. 27-04RFQ Page 10 of 22
State Highway 5 (SH 5), also known as McDonald Street, was built in the 1950s and split McKinney’s areas in half. On the west side was the historic square and many majestic historic homes, while the east side was home to McKinney’s legacy neighborhoods, consisting largely of minority families and mercantile establishments. It is a key gateway to McKinney’s historic downtown and civic center. This corridor faces unique development challenges because of the age, land uses pre-dating many of the city’s planning documents, and constrained parcel sizes and configurations. While there has been an abundance of private investment on the north and west sides of McKinney where there are greenfield development opportunities, infill investments on SH 5 have been less common and can be more difficult. McKinney’s bustling, aesthetic, and unique historic downtown now appears incongruous with the major roadway running through it. While downtown has rebounded with the help of targeted public capital investment, strategic development regulations, and sustained private investments, expansion of existing businesses, redevelopment, and infill development along SH 5 continues to be slow.
Due to increased popularity of McKinney’s downtown, there is concern about displacement of legacy residents on the east side of the corridor. As such, the city has made efforts to build relationships with neighborhood leaders to more proactively discuss and plan for development that may impact these communities.
The 2023 East McKinney Neighborhood Preservation Plan documents the demographic differences between these legacy neighborhoods and the city overall and envisions opportunities for families to stay in their homes as the immediate continues to change.
Existing Conditions: The SH 5 corridor is a physical barrier that has long been considered a feature that divides the city’s historic area as opposed to uniting
it. The road itself is at grade and owned and maintained by the Texas Department of Transportation (TxDOT). SH 5 supports significant local and regional traffic with an average daily traffic count of approximately 23,000. This stretch is being reconstructed in two phases over the next five years, with the southern portion already in progress. The city intends to install landscaping after the construction is complete and is interested in physical improvements to improve pedestrian safety and public space on the corridor. Opportunities to cross the corridor are infrequent, which leads to risky pedestrian behaviors. An initiative, “Crossings at Highway 5”, has been kickstarted with the intent to increase the number of pedestrian crossings, but more evidence is needed to get approval and backing from TxDOT.
Current land uses adjacent to SH 5 include a mix of legacy commercial and industrial uses, while properties further off the frontage are predominantly lower density residential. Properties with direct frontage on SH 5 are generally smaller than commercial properties on newer commercial corridors in McKinney, which can make them difficult to redevelop to current zoning and life safety requirements, the number of driveways and their locations can create circulation concerns, and current development patterns have been a challenge in physically expanding the roadway while maintaining or improving pedestrian infrastructure.
City of McKinney, Texas – RFQ No. 27-04RFQ Page 11 of 22
SH 5 is paralleled by the former Southern Pacific Railroad Line, currently owned by Dallas Area Rapid Transit (DART). Identified in the North Central Texas Council of Governments (NCTCOG) long-term Metropolitan Transportation Plan, future passenger rail service is envisioned along this rail line, although the rail line is still actively used for industrial purposes and funding for passenger service continues to be a significant issue. Ultimately, the rail line is intended to connect McKinney with the existing passenger rail network in the Dallas/Fort Worth region.
Plan Area: The section of SH 5 of interest in this study, stretches approximately 2.5 miles, from Harry McKillop Boulevard to University Drive (US 380). In the center of this section, from Standifer Street to Watt Street, is the McKinney Town Center (MTC). The City intends to determine the exact plan boundaries with the selected consultant team as part of the study. For the purposes of infrastructure planning, Eldorado Parkway / Industrial Boulevard to US 380 is likely the maximum extent of interest. Depending on initial project scoping, it could be appropriate to address land use further to the south, east, west, and/or to omit the MTC.
Figure 1: Potential plan area presented at November 2025 meeting, subject to change.
Existing Zoning: Current zoning along the corridor is predominantly commercial and industrial, with some residential zoning districts in limited areas.
Property within the MTC is subject to form-based zoning regulations, unique to this part of the City. These regulations promote McKinney’s downtown character by allowing significant flexibility in height, parking, and density regulations, such that new development can better fit within the historic character and so that difficult infill sites can be productively repurposed. Regulations were designed to streamline and simplify the zoning process and to be adaptable to changing market conditions. The MTC regulations are incorporated into Appendix 2B of the Unified Development Code (UDC), which houses all zoning regulations.
Preliminary Plan Goals: As with the plan area, the City intends to establish key plan goals in collaboration with the selected consultant and the community. Based on https://library.municode.com/tx/mckinney/codes/code_of_ordinances?nodeId=Chapter%20150%20%E2%80%93%20Unified%20Development%20Code
City of McKinney, Texas – RFQ No. 27-04RFQ Page 12 of 22 previous planning and outreach, it is anticipated that the following topics will need to be addressed:
1. Difficulty of infill development – including review process, difficulty of repurposing sites, friction between new development standards and site conditions, economic constraints.
2. Alignment of current zoning and land use with neighborhood needs.
3. Desired design and identity of the corridor – including streetscape and aesthetic of new development.
4. Pedestrian safety, connectivity, and adjacent public space.
5. Identification and visioning of catalytic development opportunity sites.
6. Identification of key public investments or initiatives in the plan area, to include strategic land acquisition.
B. Funding: McKinney City Council approved the allocation of TIRZ funding for this purpose on December 16th, 2025 on the basis that redevelopment on the corridor would increase TIRZ funding in the future, the plan could identify other funding sources to augment TIRZ projects, and identification of catalyst sites could inform future funding decisions.
C. Prior Related Planning Work:
• Town Center Study (2008)
• East McKinney Neighborhood Preservation Plan (2023)
• State Highway 5 Study (2014)
• East McKinney Food Access Review (2023)
• Historic Resources Survey Report (2023)
• Safe Streets McKinney – coming soon
D. Additional Qualifications Being Sought:
1. Demonstrated ability to create design guidelines for feasible infill commercial, mixed-use, and multi-family development, on constrained sites. This should include graphic representations of design concepts and programming.
2. Experience developing creative and feasible infrastructure and multimodal connectivity recommendations. Highway 5 poses unique challenges in this regard as it is owned and maintained by TxDOT; a team with experience navigating these circumstances in an area with similar goals would be highly desirable.
3. Knowledge of the Texas Local Government Code and experience with land use regulations and non-conforming uses on legacy commercial corridors.
4. Experience planning and conducting community engagement that is satisfying to invested communities, emphasizes inclusivity and reaching difficult to reach stakeholders, and centers on equitable, forward-looking outcomes.
5. Experience addressing historically and culturally significant buildings and working to identify these sites through engagement activities.
