About this opportunity

The City of DeSoto is requesting statements of qualifications from professional engineering firms to design intersection and traffic safety improvements at FM 1382 / Belt Line Road and Cockrell Hill Road, with responses due September 4, 2026, and a non-mandatory pre-submittal conference on August 19 via Microsoft Teams.

The scope encompasses complete Plans, Specifications, and Estimates (PS&E) for the proposed improvements: roadway intersection and traffic signal design, ADA-compliant pedestrian improvements, pavement markings and signing, construction cost estimates, and final bid-ready construction documents. The project addresses documented safety concerns—88 crashes during 2022–2024, including one fatality and 12 injury crashes—and includes widened medians for zero-offset left-turn lanes, traffic signal system replacement with new poles and mast arms, LED signal heads with radar detection, ADA-compliant curb ramps and accessible pedestrian signals, upgraded intersection lighting, and improved signage and pavement markings. The selected firm will provide project management, surveying, geotechnical investigation, rights-of-way verification and acquisition, utility coordination, and construction inspection and administration support.

The Project Manager must be a licensed Professional Engineer in Texas with seven years of relevant work experience and prior experience as Engineer of Record for at least one HSIP grant-funded intersection safety improvement project and three intersection safety or signalization projects completed within the last five years. Submissions are limited to ten single-sided numbered pages and will be evaluated on Project Personnel and Team Organization (35% weight), Past Project Experience (35%), Project Understanding and Technical Approach (15%), Service Quality Management Program (10%), and Responsiveness to RFSQ (5%). No fees, hourly rates, or fixed proposal costs shall be included.

The City anticipates executing the professional services agreement in October 2026, with the design phase beginning in November 2026. A 60% design set is due February 15, 2027, and the 100% design set is due August 31, 2027. The City of DeSoto has been awarded Highway Safety Improvement Program (HSIP) grant funding from the Texas Department of Transportation for construction costs, with the City responsible for design. All work products become exclusive property of the City. Questions are due August 26, 2026. Payment terms are Net 30 Days.
