The selected firm will provide the engineering services necessary to support the planning, design, utility relocation, bidding, and construction phases of the project, as required. Services may include, but are not limited to, project management, surveying, geotechnical investigation, Rights-of-Way (ROW) verification and acquisition, engineering design, preparation of plans, specifications, cost estimates, coordination with regulatory agencies and utility companies, bidding assistance, construction inspection and administration support, and other related professional services.
Qualified firms with experience in projects of similar scope and complexity are invited to submit their Statement of Qualifications (SOQ) in accordance with the requirements outlined in this Request for Statement of Qualifications (RFSQ). The City will evaluate the submitted qualifications based on the evaluation criteria identified in the solicitation and select the firm that is determined to be the most suitable and qualified to perform the necessary professional services.
The City aims to execute a professional service agreement with the selected design consulting firm in October 2026 and start the design phase in November 2026.
1.0 PROJECT BACKGROUND, OVERVIEW, AND SCOPE OF SERVICES
Background
The City of DeSoto completed a Comprehensive Safety Action Plan (CSAP) Report in 2024. The City Council formally adopted the Vision Zero Policy for the City of DeSoto in support of CSAP in January 2025. In the CSAP report, the Belt Line Road and Cockrell Hill Road intersection was identified as the ranked # 1 high crash intersection with a total of 88 crashes during the 2022-2024 period. The City submitted a grant application to the Texas Department of Transportation (TxDOT) for the Highway Safety Improvement Program (HSIP) grant for this intersection and the City has been awarded HSIP grant funding for construction costs of the intersection safety improvement project. The City of DeSoto is responsible for the design phase and is required to provide TxDOT the civil construction plan and bidding documents. TxDOT will be responsible for bidding, procurement, inspection, and construction phase project management.
Project Overview
The City of DeSoto proposes safety improvements at the currently signalized intersection of Belt Line Road and Cockrell Hill Road in response to a documented history of 88 crashes, including one fatality, two serious injury crashes, and ten minor injury crashes. Most of the crashes at this intersection are angle crashes. While the intersection is currently signalized, the signal equipment requires modifications or upgrades. The project is intended to improve intersection safety, reduce crashes, enhance traffic operations, and modernize signals and ADA facilities. Planned improvements at the subject intersection will:
• Widen medians to provide zero-offset left-turn lanes
• Replace the traffic signal system with new poles, mast arms, LED signal heads, radar detection, and Opticom
• Install ADA curb ramps and Accessible Pedestrian Signals (APS)
• Upgrade intersection lighting with new mast-arm luminaires
• Upgrade signs, pavement markings, and retroreflective baseplates
The project may or may not require additional right-of-way acquisition or utility relocation. A location map and conceptual layout exhibit is provided under Attachment G.
Scope of Services
The Consultant shall provide professional engineering services necessary to prepare complete Plans, Specifications, and Estimates (PS&E) for the proposed improvements. Services include roadway intersection and traffic signal design, ADA-compliant pedestrian improvements, pavement markings and signing, preparation of construction cost estimates, and development of final bid-ready construction documents.
The anticipated project kickoff is November 2026. The selected firm shall have the 60% design set submitted to the City of DeSoto no later than February 15, 2027, and 100% design set submitted to the City of DeSoto no later than August 31, 2027. The selected firm shall be required to work closely with the Engineering Division staff to provide professional services as stated in the scope of work. The selected firm will coordinate with the City of DeSoto Engineering staff and TxDOT Dallas District office until the design is complete.
