About this opportunity
The City of Chicago Department of Water Management is requesting qualifications for professional engineering consulting services in hydrologic and hydraulic studies under Solicitation #68287, with submittals due August 13, 2026 and a pre-submittal conference on June 23. The contract carries participation goals of 26 percent MBE, 5 percent WBE, and 1 percent VBE.
The scope encompasses hydrologic and hydraulic computer modeling, combined sewer outfall studies, climate and environmental impact assessment, sewer lining optimization, capital improvement project evaluation and design support, web-based capital improvement plan management system development, InfoWorks ICM sewer model updates and maintenance, master planning support, and MS4 and CSO permitting guidance for the Chicago Sewer System. Respondents must possess full licenses for InfoWorks ICM software to perform required hydraulic modeling.
The contract term is thirty-six months as a non-specific, task-order-driven "Depending Upon Requirements" (DUR) master task order agreement with two optional one-year extensions. No total agreement amount or minimum release amount is specified; pricing will be negotiated separately during maximum rate negotiations for each contract year. The City reserves the right to enter agreements with multiple contractors and to issue the same task order to more than one contractor for competitive proposals.
Evaluation occurs in three phases. Phase I assesses submittal completeness and responsiveness. Phase II weights professional experience (40 percent), technical and professional competence (25 percent), project understanding and approach (25 percent), and submittal completeness (10 percent). Phase III may include oral presentations by shortlisted respondents. Pass/fail assessments cover legal actions, financial capacity, conflict of interest, MBE/WBE/VBE compliance commitment, insurance requirements, and acceptance of the City's terms and conditions.
Questions are due by 3:00 p.m. Central Time on June 30, 2026. The pre-submittal conference is at 2 North LaSalle Street, Chicago, Illinois on June 23 at 11:00 a.m. Attendance is strongly encouraged but not mandatory. Submittals must be received electronically through the City's iSupplier eProcurement system.
