The scope encompasses design, preparation of bidding plans and specifications, and cost estimates for removal of deteriorated 9-inch non-reinforced dowel-jointed concrete pavement on both northbound and southbound lanes, with replacement by full-depth Hot-Mix Asphaltic Concrete. Prices quoted must remain firm for 90 days after bid closing and should be exclusive of federal excise tax and Kansas sales tax. Payment will be made via ACH transfer or credit card on a net 30-day basis following vendor invoice submission.

Shawnee County reserves the right to accept or reject any part or all of any submission, negotiate separately with any vendor, and award based on lowest responsible and best bidder considering labor cost, service availability, and maintenance costs. The contract is subject to Kansas law and anti-discrimination requirements, including K.S.A. 44-1030 and 44-1031, the Americans with Disabilities Act, and the Kansas Age Discrimination in Employment Act.

Key project milestones include consultant design contract and Notice to Proceed in October 2026, field check of plans and cost estimates in December 2026, final submission in January 2027, and Shawnee County bid letting in March 2027.
